Please note that earnings depend on the amount of active Packetshare users who are also sharing their internet at the same time and the demand of traffic in the country where the user is from.
If there are not a lot of users who share their internet at the same time and there is a big demand in the country where you are from, you'll be receiving more traffic and vice versa.
