Account locked after submitting CC details

I tried signing up for DigitalOcean and right after submitting my credit card details I got a message saying "we are sorry to inform you that your account has been locked by DigitalOcean". I NEVER had that happen anywhere else. I'm starting to think this company is a SCAM to steal your personal and financial information!
