Slow to Load

Since Citation rebrand, the system has been very slow to load, often screens do not populate at all (Notably the home screen), and buttons do not work (such as the remember password button on the login page). I have tried everything on my end to confirm this isn't specific to my IT set-up. General slow functionality has made the user experience much more challenging. These issues were not present when the system was owned by HR Downloads, so it has been a noticeable change.

Avoid using Citation Canada

Avoid using Citation Canada. Services were substandard, limited, and they have questionable business practices. The have a lot of bad reviews from their clients with first hand experience including our organization.

Was trapped into another year's…

Was trapped into another year's subscription due to their arbitrary "rule" that auto-renew plans must be cancelled 3 months before the renewal date. They even scheduled a meeting for three months ahead of the renew but did not mention the cancellation rule and hid it at the bottom of a follow up email post meeting. The service is not exactly all that was advertised to me which I'm not sure is on the sales person for not communicating it to me properly or the company for updating what plans contain without properly communicating that to the sales team. Either way, disappointing. I do think what is on offer is of value but not for the price of what they sell it at.

Misleading Auto renewal

We are a registered charity and have been long‑time users of this service. Over time, our usage declined significantly, and we made the responsible decision not to continue the subscription so that our limited funds could be directed where they are most needed.
When I contacted our representative to cancel the service, I was informed that the subscription could not be cancelled because it was set to auto‑renew and required 90 days’ notice. This requirement was not clearly communicated to us, and we were unaware that our account would automatically renew under these terms.
As a registered charity, we are accountable for every dollar spent. Being required to pay for a service we no longer use—based on an auto‑renewal policy that was not clearly disclosed—feels unfair and unreasonable.
To make matters worse, we have since been threatened with legal action if payment is not made. The use of legal threats in response to a good‑faith attempt to cancel a service is deeply concerning, particularly when dealing with a non‑profit organization attempting to act responsibly with donor funds.
This experience has been frustrating and has left us with the strong impression that Citation relies on restrictive cancellation policies and legal pressure rather than transparency, customer value, or goodwill. We had hoped for flexibility and understanding, especially given our non‑profit status, but instead encountered an unaccommodating and heavy‑handed approach.
This situation has significantly impacted our view of the organization and its business practices.

Citations does not care about their…

Citations does not care about their clients beyond the money they can squeeze out of them. They rely on fine print to force you to pay for renewals you do not want or need. They will say they want to help you but at the end of the day all they want to do is extract as much money out of you as they can.

Renewal Administrator mislead us

Renewal Administrator mislead us about the attributes of the Timetastic program. We only truly found out that the time portal was not useful to us after Citation Canada got our renewal. Renewal Administrator needs to be trained on your products so misleading

Offers us a consistent product.

Offers us a consistent product.. As a small NFP less than 100 staff this is cost effective and efficient to have all HR required compliance training in one location. This is administered by a 1-person HR Department! Also know we won't miss upcoming compliance employer requirements - this offers us an excellent resource.

Predatory renewals and useless documents

I really wanted HR Downloads to be a helpful resource for my company, but it has been a total disappointment. The quality of their documents is so poor that I’ve had to use AI software and perform heavy manual editing just to make them usable. To make matters even worse, when I finally had my lawyer review the materials, I was told they were completely useless for our needs and we had to start over from scratch anyway. You’re essentially paying for templates that don't hold up under professional legal scrutiny.

On the business side, their practices are predatory. They keep raising their prices year after year, but there is zero improvement in the service or product quality. You just end up paying more for the same subpar templates. They also hide behind a 3-month auto-renewal clause and don't send a single courtesy reminder that your window is closing. They wait until you are technically locked in and then drop a surprise invoice at the new, higher rate.

It feels like their entire business model is built on trapping people in fine print rather than providing actual value. If you’re a business owner, do yourself a favor and look elsewhere. This has been a total waste of time and money.
