Cleaned chimney then dumped soot on the grass verge

Mr Jolly cleaned a chimney just down the road from us and my partner discovered him dumping the waste from the chimney not far from the property. When he was asked about it he got defensive and abusive towards my partner. He then threatened to record him and call the police. It was suggested he go ahead as it would only highlight what he had just done. He may do a good job for the household but obviously does not care about the environment. Shame on you Mr Jolly!!
