Website does not allow $0 checkouts after voucher is applied

I used a voucher that was awarded in a previous purchase I made; the voucher's value is greater than the value of the item I am trying to purchase, which means the total amount payable is $0. In any online shopping website, this would not be a problem, as you have greater credits than your total cart's value. However, with Rove Concepts, the system forbids the check out process to proceed. I have to purchase additional service (shipping which I don't need) to increase the total to $80 in order for check out to succeed. There is definitely a bug in the system, or if Rove intentionally does this so that you will have to buy something.
