Over the years I have managed 4 airports ranging from large hub to general aviation. My experience has been that many government run entities pad their budgets, some to excess. At every airport I asked every department to go through their budgets and rate major items as essential, important, needed, or flexible. In every case we were able to reduce the airport budget by 10% to 15%. If this process was instigated at ALL government agencies the result would be a savings to tax payers or users of services by many hundreds of million dollars annually.
