Fraud: where a party misrepresents a product or service for their gain.
Example:
PartyA accepts consideration(money) from PartyB for a product or service knowing they cannot fulfill it and profits from the act in some way

What should you do?
1. Prepare a brief statement you can copy &paste when you contact the below Canadian government contacts. Don't lie. Don't be ashamed.

Keep it simple for an audience that may not understand cryptocurrencies.

Help the reader understand how the company may profit:
1. Fees
2. Equity- the ability to use your inventory to trade on other "exchanges" where the price is higher...and then repurchase it again on their exchange where the price is lower and then replenish your inventory...and keep the difference. The vendor cannot do this if they allow you to take possession and do the same independently. They can delay you from taking possession by delaying the verification process by claiming the are overwhelmed or repeatedly asking for clearer photos. If the vendor cannot transfer the funds from the other exchange quick enough then they can use the funds from other customers who are also delayed to purchase the inventory to replenish your account. They may have this capability.

Keep it under 5 sentences.

"I purchased a digital product similar to a song or image and I was not provided it. I paid X on Y Date which included fees of X, Y, Z."

Include: your name, contact, name of the business, contact of the business, financial amount, effort you made, date of purchase/transaction, how many days/weeks that you have not received the product/service stated. Note the business continues to accept customer money. Disclose the other government contacts you intend to notify so they can coordinate.
