It's a Fraud!!
Booked a car with VipCars. When we arrived at Tirana airport the car was not available due to various reasons (they kept changing motivation every 10 mins). They rent many more cars than they really have available. If you pay extra money by cash then immediately your car appears.
This is the worst customer service I have ever had, in particular Angela Bello, she is rude, abrupt and not helpful in any way.
I was given a 9 seater minibus that was dangerous to drive and was basically held together with plastic ties and duct tape. The vehicle shouldn't have been allowed on the road. I had a puncture and although there was a spare tyre and jack, the bolt wrench was totally worn away so would nor undo the wheelbolts. When I complained, Angela was not interested at all. They are terrible, do t use them!
