GoldDev toke the money, but did not do the job!

One of their employees Andrii Goldun accepted a job from me on Upwork, but stopped working on the job after getting a partial payment. His reason was that he did not know how to work with WordPress and he just take the job, because he wanted to learn how to work with WordPress. On his profile on Upwork it said that one of his skills was WordPress. He did not want to pay the money back, even though he admitted that his work was useless, because he had used many hours on it.
