I had a very frustrating experience with Horizon Parking. In my opinion, this company operates in a very unfair way. They issued me a parking fine even though I was legally parked in their designated parking area and followed the rules.
The process felt extremely unreasonable, and it seemed like the goal was simply to collect money rather than properly review the situation. Despite parking correctly, I still received a penalty notice, which caused unnecessary stress and wasted time trying to resolve it.
If you park in any area managed by Horizon Parking, make sure you keep all your evidence — photos of your car, the signs, your ticket, and timestamps. You may need it later if they decide to issue a charge.
Overall, my experience left me feeling that this company is more interested in making money from penalties than treating drivers fairly. I would strongly advise others to be very careful when using any parking area managed by them.

Please report this company to POPLA

Please report this company to POPLA , MP’s , Newspapers and Social Services for putting children and the vulnerable at risk . Also - the regulators for solicitors agency . I am being totally harassed and threatened by this company monthly .
I am a disable blue badge holder and this company is actively discriminating against me .
What kind of company actively discriminates and harasses a person with protected characteristics?
They are mocking and ridiculing Disable Drivers .

Dreadful company

Dreadful company. Not sure how this can be legal in 2026.
Parked in a cinema car park with no clear signage - no mention by the cinema staff - then a week later a letter demanding £51.00.

Absolutely disgusting

This company is disgusting, I had a parking ticket through for parking in a disabled bay and was registered with Sainsbury's, I then got a parking ticket and contested it.
It took ages to sort and was told I have to pay the fine. Then I received a debt collection letter and have had to pay.
I was completely in the right did everything by the book but still I have to pay.
You are nothing but awful and I guarantee you didn't even look into my case, just more fat cats making money off of the vulnerable. You should hang your heads in shame

Vulturistic and exploitative outfit

Another vulturistic parking-fine company. It's system is set up to make it just about impossible to question the procedure or appeal. Check out the reviews. Companies such as Premier Inn, Tesco and Travelodge should insist that Horizon changes it exploitative practices. If they don't, they are equally as guilty.

Appalling company. After zero communication I was presented with a bill for £125 . I have had no previous conversations or letters. No one to talk to for a parking charge 8 months ago. Apparently on behalf of tesco. Every little helps! Thanks for nothing tesco

Inconsiderate, Greedy Business.

I was in Tesco Superstore car park Cromwell Road, London. Parked in the Disabled Bay with my valid blue badge clearly displayed! What was NOT clear or even in sight is Horizons time restrictions! This Tesco store has a restaurant, Car wash and many other facilities which I used. Basically if you need to use all, you will get a ticket regardless of where you're parked.
Although after appealing it was cancelled, I was NOT happy having to upload my blue badge online to them, otherwise £60/£100 they demanded!
Very inconsiderate and GREEDY business that needs to extend their parking limits and stop robbing people! It's very distressing recieving these fines in the first place!

Avoid Horizon Car Parks

I don't like writing bad reviews, but felt compelled to do so after receiving an ambiguous letter from Horizon about underpaying at one of their car parks. Despite the fact we paid the amount it asked for on one of their machines we received a letter threatening a fine with no details of how long we allegedly overstayed. Because we paid in cash and the machine wasn't printing receipts we have absolutely no chance of appealing the fine.
Needless to say we shall not be using their car parks again.

Disgusting ROBOT customer service:

I have received multiple parking tickets at my local store which I may visit more than once a day their camera have clocked me at different times saying I have been there for rediculous amounts of hours.

Tried to contact them nobody to speak to only automated lines.

Then passed the parking tickets on to a debt recovery agency although I was not at fault

A positive review - Well handled issue,

I know they don't get much good press. I had a great service from Horizon. I parked and the machine wouldnt allow me to pay the charge by car but wanted coins and I didnt have £50 in coins. I called up and spoke to a helpful lady who clearly instructed me what to do and assured me it was be looked into . I emailed and then got contact from Liam, who arranged for me to make payment and then took time to send me an invoice so I could claim back from my employers.

Massive thanks to Liam and his other colleague who I wished I got the name of. Both were really helpful, courteous and polite.

Poor experience from Horizon Parking

I stayed at the Premier Inn, Bath Road, Heathrow Airport for 5 nights. For hotel residents, this company charges a "discounted" rate of £21.90 per 24 hours, totalling an exorbitant £109.50.
On booking in, I attempted to pay for the parking using the machines in the car park. However, being over £100, it was above the £100 touchless limit. I noticed there was no slot for my card and no keypad for a pin number.
I informed the reception desk who said I could pay there, which I did.
Imagine my surprise when a couple of weeks later I received 2 penalty charges for non-payment, each relating to a 24 hour period at the hotel - penalty £95 for each notice!
These notices have quite obviously been issued in error. You would think they might have liaised with the hotel first, saving a waste of time and effort for all concerned.
I now have to wait up to 28 days for them to consider my appeal!
Really poor and lets down an otherwise lovely hotel.

Unfair fine

Been fined £40 for parking in Tesco under 2 hours because I didn't pay for anything inside Tesco despite me going inside the store and not having what I wanted.

Absolutely disgusting company and never heard the likes of it. Will never go to this store again.

It would be less than one star if I…

It would be less than one star if I could put it they are disgusting immoral company that have no honour no respect no actual feelings for people of this country that actually pay their way. I parked in a Premier car park because I need to for work and I was running late. There was over 50 spaces spare it was no skin off Premier Inn or horizon I was there for one hour.

There was obviously nowhere to pay because it was for the Premier Inn, I returned to my car still over 50 spaces spare, return home no damage caused to anybody.

It hasn’t caused problems for the people who are staying at Premier Inn.

It hasn’t caused any problems for anyone else.

It literally has not hurt anybody, a week later I receive a £57 fine for parking there for an hour £57.

I’m a single dad trying to make ends meet, I’m a single Dad trying to do the right thing and £57 is absolutely disgusting.

Please please please if you see Horizon anywhere just do not park there.

It’s not worth the risk, they are immoral disgusting shameful company and if everybody stops parking, they will stop getting money from fines and companies at Prem will go so what’s the point of using you anymore?

And then hopefully every company across the United Kingdom will just end their contracts with horizon and other disgusting parking firms and would go into liquidation. Hopefully the government will grow up and start putting more regulations on them.

Let’s work together to bring horizon and other parking companies down because it is the most immoral underhanded disgusting part of our society that’s not regulated enough. Let’s bring this to an end together.
