I ordered well over $100.00 worth of…

I ordered well over $100.00 worth of clothing. One entire order which was placed in April, has yet to arrive, and one order was not complete. I've tried everything to try to find out where these items are, and I'm getting nowhere. What can I do? Then, it looks as though the name changes and it's another company I'm dealing with, the tracking numbers they give are a joke! Why aren't these companies made to shut down? Any suggestions on my next step in trying to get a refund or at least my orders??
