Its an outright scam stay away.
I should have known better - the cheap non interactive website is nothing like the PM Website. Coder could not spell country names correctly.
Scammer appears to be based in Morocco but is hosting in the USA.

No related with "PerfectMoney" (wich is excellent) this page offers a plastic card, you will pay and never get the card. SCAM!!! Get away from this page!!!
They are big frauds. I first paid 50 usd for card order. Later I paid 150 usd again to activate the card. But I didn't get the card. So be very careful.
