RYO currency Hostage scheme

This crypto coin appears useless due to its own setup. Appearantly; 90% of last transferred funds get held hostage. see; ryo-currency dot com/faq/#12
Wich makes it useless as ; money transfer service, digital, decentralised bank, ordinary blockchain applications.
I've tried their Issues at Github. It got ignored, while other posts got flagged as "bug".
Also, if i can explain it in one sentence. Then why makes RYO the faq excplication so confusing? hmmm... "dark" coin for sure...
