It's a big mess, I consider myself rather IT savvy but frankly their procedures don't make any sense. Applying as resident abroad "may" suggest that one is not in the country yet basically all providers ask for Italian bank accounts and/or other requirements that only a local resident "MAY" have. To me this looks like a classic Italic make a rule then think about the details later. Personally I have given up, been at it for months, am fed up now.
I got a reply to my ticket no. 773532 from Register.it stating that I could apply for the coveted Tesserina Sanatorio using my Codice Fiscale. Unfortunately I cannot even log in to SPID to apply, although the system has now shaken two more payments of over EUR 60 out of my pockets. And Register.it closed my ticket without even asking me if I agreed, which I don't.
I absolutely stand by my assertion that both SPID and Register.it are scam operations designed only to shake money out of the pockets of poor fools who apply for them.
Don't try to use them, you will just bleed money!

Update 16-09-2022:
Register.it have indicated that I will receive a refund within 15-20 days. It is not clear whether this also applies to the moneys paid to spid.it. We'll see.
