Dangerous driving instructor.

I was driving to work this morning when a Spire Driving School of Lincoln vehicle started to emerge from a driveway on my right as I approached while driving a large and very visible SUV.
The car then stopped briefly, then restarted the manoeuvre, presumably because the instructor told the driver to continue even though the instructor, being in the passenger seat had a clear and unobstructed view of my approach.
The car crossed right onto my side of the road as it is a fairly narrow road and is impossible to do the manoeuvre without doing so.
I had to stop abruptly to avoid a collision but the instructor made no attempt to stop the driver.
Once they had turned back onto their side of the road and were alongside me, the instructor "gave me the finger". He also made no attempt to stop the driver using only one hand on the steering wheel twice during the manoeuvre to stroke her hair.
I have loaded up the video of this incident onto the Lincolnshire Police bad driving portal for review for driving without due care and attention.
