Unable to cancel an unwanted recurring annual subscription

I tried to cancel an automatically renewing annual subscription for an elderly memory-impaired acquaintance for "Zach Scheidt's Lifetime Income Report." The instructions in the letter give both a URL and a phone number. The URL opens to "502 Bad Gateway nginx" message. I triple checked that I had entered the correct URL and took a screenshot. At the same time I called the phone number to cancel. The automatic menu gave two number choices to press. I pressed "2" and kept getting the automatic recorded response, "I can't hear you." The phone menu did not direct callers to "say" a number. Not getting anywhere with choice "2," I pressed choice "1." An automatic recording said that there would be long wait times, at least 15 minutes. It's now been 27 minutes on hold. MS Edge shows St. Paul Research is headquartered in Baltimore, MD. Next stop: Maryland DOJ's consumer protection department to file a complaint.
