Company is impossible to contact to arrange for returning an item

We ordered a high quality 25ft X 40ft tarp with SS grommets at corners and every 2ft. 18 oz/yard, 20-22mil thickness from TarpsAmerica. It is an expensive--$800-- high-quality tarp which I bought to cover my boat in the winter. Unfortunately, it is extremely heavy, greater that 150lbs. I can't lift it, much less use it.
We want to return the tarp. In order to do so, we need a Return Authorization Number from TarpsAmerica. We phoned the company's customer service line at least 7 or 8 times and left 4 messages over the course of three days. We also emailed the company 3 times and filled out a request for the Return Authorization Number on their website. There has been no response. There seems to be only one person, Scott Dillman, with whom you can leave a message. He has not returned our calls.
Their website states clearly that the buyer is responsible for the cost of return shipping and for a 20% restocking fee. We understand this and would like to be compensated for what we are owed.
This is a pretense of a company: no one ever answers the phone, or returns messages left on the phone line. No one answers emails.
