Extremely disappointing product and interaction

Extremely disappointed with the lack of customer service and shoddy goods. I ordered a metre of a fabric I needed. A deep dyed black cotton for a doll dress.
I waited several days.
When opened the length was dusty from storage and there were two large grubby fingerprints .
I would have had to have washed it!
I contacted the proprietor expecting that she'd be caring, but instead I received quite a cold reply saying that it was just lint and I could remove it with a lint roller.
(Incidentally, he fabric came stuffed in a plastic bag. No inner wrapping.)
1. I don't have a lint roller
2. It wasn't lint, but dust or dirt.
3. Why would you expect a customer to clean the item you sold them? It was supposed to be a new length and cost £18.50. Which is considerably dear for cotton.
The owner said that although she did not normally refund cut fabric, but if I returned it she would refund me as a "goodwill gesture". She did not offer a return label.
As goodwill seemed short on the ground and I had lost all faith in the seller, I pursued the matter via PayPal. The dispute was soon closed in my favour... but not because the seller responded.
I am also short by £3.49 return postage.
I was shocked at the lack of customer care from the Hackney Quilter.
I reordered the very same fabric from a new seller who sent it by return. In this instance the fabric was GIFT-WRAPPED, perfect and contained a delightful note.
I was extremely grateful.
"Cow and Giraffe "are recommended.
Hackney Quilter is not recommended.
Avoid.
