Will not fix issues and PayPal had to step in

I paid for a monthly account which went through PayPal just fine but wouldn't let me sign in on the site and use their premium features. I contacted the owner of the site directly through email and he responded initially but seemed to have an issue understanding my problem and the language barrier didn't help. When he asked for my account details that I had already given him, I decided this was dragging on too long (it had already been a week) and contacted him through PayPal. After another week I had to escalate through PayPal to get any kind of response, which was finally a resolution and a refund. He accused me of using a fake email (which doesn't make sense as I was responding to him via the same email) and told me that there was an invalid character in my email that his system wouldn't accept. Well, since Gmail sees it as a valid character how is that an issue on my end? The character in question is "+". Overall, my impression is that this person just doesn't care about getting business because if his system doesn't work as advertised he has no inclination to fix it.
