They requested for 400trx before they transfer the trx. Why need to pay a network fee. What if i pay still never get? I've been scammed before so no I will take this as a scam!

Just signup, Im not sure it is a scam or not. But if they ask us to pay a fee to get free TRX, dont pay anything. Just becareful and wise in using your money, because there are many fraudulent websites like this today.
