Charging for the Possibility, Not for Actual Use

I find the recent policy of treating ownership of everyday devices like mobile phones, tablets, laptops, and PCs as grounds for requiring a TV fee to be extremely aggressive and unreasonable.

One may have owned these devices long before this change in the law, or purchased them for purposes completely unrelated to watching Czech Television. They are tools for work, communication, education, and entertainment - not evidence that someone uses your service. Assuming otherwise and threatening people with substantial fines unless they pay feels like an unfair presumption.

The reasoning behind this policy is baffling. It's like putting a notice at the bottom of a website saying, "By visiting this page, you owe me €1,000." Or like installing a giant TV in your own garden and demanding payment from everyone nearby because they *could* see it. The mere possibility that someone *could* use a device for something is not a fair basis for charging them.

Policies like this undermine trust in public broadcasting. Instead of encouraging voluntary public support, they leave many people feeling that ownership of ordinary technology is being used as a justification to collect fees from people who may not use the service at all. I strongly disagree with this approach.
