Only 1 string is phosphor bronze

I bought a pack of GHS PF150 banjo strings (5 strings) from a music supply shop on eBay. On the front and back of the pack the words "phosphor-bronze"(same on GHS website where it's NOT stated that only 20% of the strings, 1 out of 5, are actual phosphor-bronze)are printed so one would expect the strings to be made of that alloy. When I opened the pack I found out that only 1 string is made of phosphor bronze and the other 4 are just plain steel.
The eBay seller was as surprised as I was and accepted the return because the description of this product is just not true. If you buy a bag of 5 chocolate cookies do you expect to find only one chocolate cookie and four plain ones?
