Just because you can ping a website doesn't mean it's up and working. You are falsely reporting DATA to people based of the most simplest "up" test know to exist. Royal Mail has been problematic and non functioning all day yet you report it's up and fine.

Said Twitter.com is down now and has been down for more than one week for everyone. But I have been on it everyday and its still up. So, at best, its only down for some, maybe blocked by country? But not down for everyone.
IsItDownRightNow is a great website that automatically checks websites for you to see if they've crashed and are down. You can type in the name of a website and see if your computer is not loading it due to personal wifi problems or because the site is actually down. It's super accurate and keeps tabs on which websites have most recently crashed.
