Incomplete project

This company was contracted and paid $600.00 to create a new theme for my website in September of 2017. All details of the new site were outlined in emails and telephone conversations. The company promised to complete the project in 3 weeks. After seeing the first draft of the site 1.5 months later, I let the owner Adriene D. Hill know that the draft was missing some key components that we had discussed. She apologized, and said she would make the necessary revisions. She then provided a second draft, which again was missing key components that were previously outlined. She apologized and stated she would make revisions. It is now January of 2018 and I do not have a functional website. The company refuses to respond to emails or text messages and has blocked me on social media. Instead of stating that they did not have the skill level necessary to complete the project as detailed in our agreement they have chosen to just leave my project incomplete and ignore my correspondence. Very unprofessional.
