We initially contacted UKEM regarding the ECO-funding scheme. After a surveyor came out to perform a full house assessment, we were told we would hear back within one to two weeks. Instead, we were left in the dark for a full month, only receiving a response after we proactively chased them for an update.
The rejection we received (quoted below) felt like a complete "door-slam" rather than a professional assessment.
"Following our assessment, we regret to inform you that we are unable to offer any ECO-funded measures at this time. This is due to several factors identified during the survey.
The property has existing insulation in the main loft area, including approximately 100mm PIR insulation that appears to have been installed as a DIY measure. In addition, the main cavity walls and the cavity within the extension are currently uninsulated; however, other conditions within the property prevent us from progressing with funded installations.
We also identified that mechanical ventilation is required in multiple areas of the property, and there is currently no damp-proof course (DPC) evident. Damp meter readings were recorded above 20, which indicates elevated moisture levels within the property.
Due to these moisture and ventilation concerns, the property does not meet the eligibility criteria for ECO-funded measures at present. Addressing the damp issues, improving ventilation, and ensuring the property is suitably prepared would be necessary before any insulation or energy efficiency measures could be considered."
Being promised a two-week turnaround and waiting four weeks (only to have to chase them ourselves) is poor service.
While the letter lists "moisture and ventilation concerns," it offers absolutely no advice on how to meet the requirements or what specific steps we should take to make the property eligible.
As homeowners looking for help, we felt belittled by the response. We were told the DIY efforts were part of the problem and then given a vague list of "other conditions" that prevented progress. To note we have not long moved into this house they can't be serious
It feels like this company is only interested in "easy" jobs. If your house isn’t already perfect, don’t expect any help or even a professional steer in the right direction. If it sounds too good to be true, with UKEM, it probably is.
I understand from a Technical perspective—the "20" they mentioned refers to Wood Moisture Equivalent (WME). In the industry, anything over 20% is considered "borderline/wet," which is why they backed off. Because ECO4 funding is strictly regulated, they are often terrified of installing insulation in a damp house because it can trap moisture and cause rot, leading to massive legal liabilities for them.
But we would of happily signed anything to say we won't do a like this and would get the house damp to a low 1st before doing this.

UK Energy Management Group and Liv Warm have been just brilliant to work with from start to finish! LivWarm representatives in the marketing, accounts and project management teams were consistently friendly, professional, knowledgeable and helpful at all times. On the ground, the surveyor and installation engineers Gareth and Patrick, and also Jack were friendly, helpful, professional and very skilled, taking great care with the detailed work at each part of the installation, and also with explaining different aspects when needed along the way. The electrician Patrick worked meticulously to complete the electrical work to the highest standard and to ensure that the new system was working well. I am delighted with the new power station on my home, which means that myself and others will be able to enjoy health benefits from being more comfortable, energy efficiency and lower utility bills, whilst giving back to the grid. I would highly recommend UKEM's - a brilliant service from start to finish!
Don't bother with this awful company.
We had a grant for heating controls and insulation. The work by the guys for heating controls was fine, no issues. However, the two lads that completed the work for the insulation were absolutely horrendous cowboys. Not all the insulation around the house was completed, mess everywhere, they filled the drilled holes with loose bits of plastic that has been falling out the wall outside the house. They fitted a vent in the living room at ground level which has destroyed all the plaster (which I was told "I'll have to put some filler around it") and now I have bits all over our front room and insects coming in. Not ideal when I have two young girls. Not only that it's now colder than it was before. When I questioned to the reason of having the vent in the living room they said they can't sign the job off otherwise. These cowboys were in such a rush and worried about getting to the next two jobs they didn't give a crap about any of the quality of the work. We were told an electrician was to attend to finish off fitting of the vent/ extraction fans...6 weeks later we are still waiting (as they left the part in a box here)
When we raise the complaint/issue it keeps frustratingly getting closed, having to go through the whole process again.
Everytime we get a slot for the electrician they never show up and getting palmed off saying they're definitely turning up today. I'm going to be seeking further advice on what can be done about this terrible customer care and work carried out in the house. If I didn't have my youngest to take care of and keep an eye on the day I would never have let this happen. I understand this is a government grant but I didn't expect this appalling work and treatment.
