This is not ok.
A book I ordered via AbeBooks, sold by GreatBookPricesUK, was not fit for purpose. It was called an Anglo-Saxon Dictionary, but was a printing of some words beginning with A but nothing more. Although I returned the book (at my expense) and received a refund of the book price, at no point did I receive any acknowledgement that this should not have happened, nor a statement that they would contact the seller to discuss what had gone wrong. I received standard emails with no sense of a person being involved. I don't think we should accept the idea that it's ok for people to sell lousy products in the hope that buyers will not bother to complain or ask for refund. It's not ok.
