Bradford Community Payroll are a fantastic team, always providing a first-class service from day 1. We have used Bradford CPA since the spring of 2022.

At first, the documentation we received was clear and appropriate. Invoices were for actual amounts and specified what they were for.

Since then, there has been a mixture of Invoices, Estimates, Requests for Payment and Invoices for £0 marked “paid”. This has not been helpful.

Like most voluntary groups, we need to be able to report to funders the exact costs paid for by their grants. Estimates do not do this. They are of little use for accounts, which should be an accurate record of actual expenditure. Funders typically ask for a declaration that accounts of expenditure are accurate. Should a funder ask to see invoices/receipts and find that they are merely estimates, the committee/trustees of the group could be accused of misrepresentation.

Similarly, Invoices for £0 do not help. If an amount has already been paid, a Receipt should show this. If costs have not been fully and accurately invoiced, not only are the group’s accounting records compromised but any individuals who have advanced funds to help expedite their group’s activities cannot get full and accurate reimbursement.

Invoices should specify what goods or services are being supplied; yet some documents have included not only estimated costs of salary and fees but “shortfall on account”. This is not something that is being purchased. It should be on a Statement, not an Invoice.

It is unclear why CPA cannot hold a fixed amount on account (“a float”), pay costs out of this and simply invoice for the exact costs incurred. It is also a puzzle why clients have not been asked specifically whether they would prefer documentation to show exact costs rather than estimates.
