When I got to the airport in Tehran, the Pre-approval was not in their system, so it was waste of money.
Besides you dont need a pre-approval for VOA!

Your name corresponds with a visa authorization code on our system which was emailed to you 12 Dec. 2018.
What you say is like you buy car insurance and at the end of the year, after having no accident, say you didn't need it and it was a waste of time! There are many similar service providing the same service. What you say means they are all useless and waste of money.
It's clearly mentioned on our website that you can leave the visa process to your arrival at the airport, but there are always risks of : not being allowed on the flight without a visa, long waiting times at the airport or deportation because of visa refusal.
