Public Warning Notice - Reece Raymond Leonard Polley and Scott Raymond Polley

In the Australian Consumer Law (Tasmania), the Director is ‘the regulator’, under section 8 of the Australian Consumer Law (Tasmania) Act 2010.

The Director of Consumer Affairs and Fair Trading for Tasmania is issuing this Public Warning Notice to warn consumers about the conduct of Mr Reece Raymond Leonard Polley, Director of MultiConnect Group Pty Ltd, and Mr Scott Raymond Polley, former Director of MultiConnect Group Pty Ltd and Elite Southern Construction Pty Ltd, also trading as Multiconnect Construction, Hobart Roofing Contractors, Concrete Power Hobart, Excavation Contractor Hobart and Excavation Hobart Experts.
The Director has received numerous complaints about the above listed individuals and entities, spanning a four-year period. The particulars of the complaints are similar. The complaints typically allege that after providing quotations for roofing work and other associated building services work, the Director, former Director and individuals receive deposits and either never commence work, or only partially complete the work to an unsatisfactory standard.
The Australian Consumer Law (Tasmania) prohibits traders from accepting payments for goods or services and failing to provide them within a specific period, or if no period is specified, within a reasonable time (section 158(7)).
The services are advertised via numerous websites, including:

The Director is warning the public about the alleged conduct by Mr Reece Raymond Leonard Polley, Director, and Mr Scott Raymond Polley, former Director of MultiConnect Group Pty Ltd and also trading as Multiconnect Construction, Hobart Roofing Contractors, Concrete Power Hobart, Excavation Contractor Hobart and Excavation Hobart Experts by issuing this notice under section 223 of the Australian Consumer Law (Tasmania), because the Director:
• has reasonable grounds to suspect that conduct by the abovementioned entities or individuals, constitute contraventions of a provision of Chapter 4 of the Australian Consumer Law (Tasmania), by accepting payment for goods or services and not providing them within a specified period, or within a reasonable time;
• is satisfied that one or more people has suffered, or is likely to suffer detriment as a result of the conduct, by paying amounts to the abovementioned entities or individuals, when goods or services have not been provided as agreed between the parties (or at all); and
• is satisfied that it is in the public interest to issue this Public Warning Notice.

My 70-year-old mother engaged Reece Polley / Multi-Connect Group to carry out roofing and electrical work. She paid $49,000 upfront. No written contract was ever provided, despite us requesting one multiple times. The roofing work was left incomplete and sections of the installed work were not finished to a functional or acceptable standard. Electrical work invoiced as part of the same scope was also not completed in full.

After discovering issues, we checked licensing requirements. Under Tasmanian building regulations, roof plumbing is classified as prescribed plumbing work, which requires a Plumbing Contractor Licence and a Nominated Manager with the appropriate Practitioner Certifier (Roofing/Plumbing) endorsement. Based on publicly available CBOS licensing records at the time of the work, these licence requirements were not met.

We also located a Public Warning Notice issued by Consumer, Building and Occupational Services (CBOS) relating to Elite Southern Construction, which is a company that Reece Polley has been publicly associated with. That notice is published on the Tasmanian Government website and is a matter of public record.

We requested:
• A compliant written contract
• Evidence of correct licensing for the scope of work
• Rectification of incomplete and substandard work or
• A refund of the outstanding value of works not completed

These requests were not resolved.

This review reflects my family’s direct experience, supported by:
• Payment receipts
• Photos of outstanding and incomplete work
• Copies of written communication
• Licensing search records
• The CBOS Public Warning Notice (publicly accessible)

I am sharing this to help other consumers make informed decisions based on verifiable information.

Addendum in Response to Multi-Connect’s Public Reply

The business responded by describing this review as “defamation.” To clarify: every detail in this review comes from first-hand experience and documentation that I hold. Describing documented events is not defamation.

Key points, restated factually:
• The work was paid for upfront.
• No written contract was provided despite multiple requests.
• Sections of the work remain incomplete or below standard.
• Public CBOS licensing records at the time of engagement did not show the required roof-plumbing licence for this work.
• CBOS has issued a Public Warning Notice regarding a related company.

If the business believes any part of this is incorrect, they are welcome to provide:
1. A copy of the contract they say was in place,
2. Evidence of the correct licence being held at the time the work was performed, and
3. Evidence showing the work was completed in full to applicable standards.

The business has made personal claims about me that are unrelated to the transaction. To avoid confusion for readers, I will clarify the facts:
• I do not have any restraining order against me.
• I have not been served with any defamation proceedings.
• No legal action of any kind has been initiated or filed against me.

If the business believes otherwise, they are welcome to provide:
• The court file number,
• The date of service,
• And the jurisdiction in which they claim these orders exist.

To date, no such documents have ever been issued, filed, served, or presented.

My original review remains focused on:
• $49,000 in roofing and electrical work paid upfront
• No written contract being provided despite multiple requests
• Incomplete and substandard work
• Licensing requirements for prescribed roof plumbing work
• A publicly available CBOS Public Warning Notice relating to a company associated with the same individual

I will continue to provide only verifiable, first-hand information and documentation relating to the project itself.

Reece responded to a request for a quote to do a safety check and clean our 60+ year old tiled roof, which was covered in unsightly lichen and moss. He kept me well informed re process and timing and responded promptly and courteously to any queries.
I was most impressed with the excellent work done by Mark and Zac and the follow up by Mark in replacing tiles which were found to have defects. I also appreciated Mark's advice re steps to keep the lichen away in the future.

Utility room was framed, insulated and plastered with electrical fit-out as requested. Reece was helpful and attentive to getting the project completed in good time and under budget.
