Awful after care and refusing to accept responsibility

Although I cannot fault the structure of the building, the electrician installed electrics that are not certified, the aircon unit is loose and the doors no longer lock. We have been trying to get hold of Jay for over 6 months and all he says is that he has messaged the aircon company and electrician. He has failed to take any responsibility and I am unable to get hold of the other director of the company.
