Civil Enforcement Ltd is a scam

Was sent a PCN on 28/11/25 and immediately appealed on the 4th of December 2025, my appeal was never replied only to see a last warning to pay £100 on January the 15th. Usually when you appeal, the half payment is put on hold but not this time. What a scam

Civil enforcement contact issues

I have received a parking fine from civil enforcement. Tried to pay the initial £60 and was sent to my banking app to approve the payment which I did. Went back onto the website which crashed and was trying to get me to put all my details in and pay again. They haven’t taken any money from me which is frustrating. I was worried about passing the limit until they increase the charge so I appealed and they responded saying that my charge was still £60 which was great. Went through the link in the response email and it says I now owe £100! I won’t pay this as in my mind I’ve paid within the limit. I’ve received a second letter threatening debt recovery action and court proceedings. Conveniently for civil enforcement ltd they have no email adress and their company phone number isn’t a real number. Really fishy company that have no way of being contacted. Any ideas?

Complete and utter scammers

Complete and utter scammers. Sent me a £60 fine for parking 32 mins at KFC Northampton. The parking notices clearly stated one hour parking. These companies need to be reigned in, they are nothing more than criminals. I’ve copied the letter and fine to my local mp.

Appealed with my ring go paid evidence and got a ref number but I got a letter back finally 43 days later with another letter demanding I pay £100, of which the letter was printed on 3rd Jan 2026(10 days in the post!) no ref to my appeal and no info on the back of the letter whatsoever … not sure how to approach this now.

Today 13/01/2026

Today, 13th January am received a letter for a PCN 162041202875 alleged incident date 28th Dec 2025.parked to drop off a food order and collect 30 mins later. I was not parked as described. So tried to contact the company, but like others I've read about customer services this automatically refers you to another page where the only option is to pay. I thought I would argue to the toss, then thought for the reduced fee perhaps, less hassle to pay the reduced amount.
The date of issue claims to be 30/12/2025. so then 14 days to pay early does not apply according to them. If you care to contact me then this can be resolved. Lets see if if they read or reply to reviews .

A disgrace of a company

A disgrace of a company. Charging people without due care. Didn’t even have the decency to respond to an appeal process. Challenge at every opportunity

Terrible experience

Terrible experience at this hotel, felt unsafe, unwelcoming staff, then 10 days later, after checkout, a PCN as a “thank you”
I booked a one-night stay at the Ibis London Thurrock M25 hotel via Booking.com for 5 December 2025 for my girlfriend and me. Online, everything looked fine, but the experience in person was the opposite.
Before even checking in properly, I was in the lobby waiting for my girlfriend to arrive when a man who appeared drunk (and seemed like a regular/local) approached me and threatened to punch me! Just like that, for no reason at all, I don't even know that guy. I had to wave to the front desk and make it clear that if the staff didn’t step in, I would defend myself and call the police after. Only then did staff intervene and calm him down. That is not the kind of environment anyone expects when they’ve paid for a hotel stay. So, the first time and the last time they will see me at that hotel.
The room itself was... "okay", nothing special, and we checked out the next morning.
But the worst part came later: on 2 January 2026, when I received a Parking Charge Notice (PCN) in the post from CE Service / “Civil Enforcement” (ce-service.co.uk) for parking in the hotel car park…😑 the car park that is supposed to be free for paying guests. And indeed it's free because booking.com said that plus the hotel staff confirmed it again. Anyway, I did enter my registration into the tablet/screen at reception during check-in, so either the system doesn’t work, or staff ignored it, or it was manually removed by them after I left the desk. Either way, it’s a complete joke to penalise actual hotel guests. Of course, I have appealed their PCN on their website and am now waiting for their response, but that PCN will never be paid!
On top of that, the general attitude at reception was cold and dismissive, the kind of look that makes you feel like you’re bothering them just by standing there and waiting to checkin. Who knows, probably my Eastern European accent is not very welcome in that hotel, as upon opening my mouth, their fake "welcoming smile" left instantly. After the lobby incident and then the PCN, I can honestly say I’ll never stay here again.
If you value feeling safe, welcomed, and not being slapped with surprise parking charges after your stay, I’d avoid.

Impossible to contact these enforcers. Should be banned.

Seem to treat everyone as though they are criminals whereas I, a blue badge holder, was visiting a site where the system wasn't made clear. feel bullied and threatened. Impossible to contact.... try it on their website.. 'contact us' will only take to to a 'payment' portal. In my case they only allowed a few days to make payment. Even their payment aspect is poor... it's as if they are not satisfied unless they can take you to court. As an eighty year old I think that if we had proper politicians these type of operators would be banned.

I received a final demand but have evidence I usef the associayed venue…

I received a final demand but did not receive initial notification. Appealed and fee reduced to £40. Reapealed as had proof I had used the facility in the carpark I had used. I then receive notice l as I had not paid the £40, the fine had been increased back to £100. Would not allow me to appeal again. Attempted to contact via phone number on website. Only to hear the number was not recognized. I'm at a loss as what to do next.

Dreadful company

Dreadful company. Picked up 6 friends in my mini bus who were staying staying at the Dragonfly hotel, Colchester. Did NOT park in the parking area but outside front entrance.Got a ticket from them, appealed and the fine was reduced to £20.Decided to pay it online and have now received half a dozen letters threatening to take me to court. Sent them their reply showing credit card statement with proof of payment. Just got another letter today saying they are taking me to court still.Good luck with that as I have all the paperwork for proof. Clearly they have no idea of what they are doing.

Disgusting company

Disgusting company . I got a fine in November for parking in August. I appealed as they have 14 days to send the fine. Private parking fine needs to be sent within 14 days of the contravention under POFA rules. Waiting for an answer, what I got was a reminder for not paying, by then up to 100 pounds. Tried calling the number on the letter. The number is not recognised. Tried sending an email, it got rejected. Sent a letter explaining I never received any correspondence. Today, surprise surprise got an email with the letter sent by them ,(never received), and 140 pounds to pay. I had to pay as I am going away for 2 months for family problems. They are crooks. I will pursue when I come back as at the moment my family come first. I just hope my money is going to be spent on diarrhoea medication

This company is beyond doubt a fraudster company. I parked at Costo, Derby on 21st Dec for roughly one hour and came out. The next day again i Parked at Costco and came out within an hour. They have captured only my entry on 21st and exit on 22nd and now allege that i parked there for 24hours. I have all my evidence ready but unable to load in their site as they did not give any option. There is no way to contact them either. Absolutely frustrating. Filthy Scumbags

Legal scammers, avoid if you can

Got a PCN for parking in a retail park which had eateries as well as shops, didnt see any signage, although I now know it is there after I checked online. 4 hours max stay, and I exceeded that whilst I was busy spending my hard earned money with the people who pay this scum company to police their carpark. Got a £100 fine reduce to £60 if paid within 14 days. Recieved original letter on the 7th of Nov. I submitted an appeal on 28th of November well within their 28 days limit. Didnt hear anything, no emails, no letters. Was hoping it had been quashed but no I just received a letter on the 05.01.26 dated the 24.12.25! Saying id not paid and I now owed £100! No email or phone number to call and their complaints procedure only seems to deal with what they consider acceptable. I suspect letter was sent out late on purpose so it now gives me 1 day notice to pay or incur further charges. You cant check on the status of your appeal. You cant call anyone. You cant email them. Everything about this company is dodgy. Even submitting a complaint is dofficult. Website glitches. How they are allowed to operate like this is bafflimg to me but I will be speaking to my solicitor about this. Already spoken to POPLA who were ok. Part of me things let's go to court to expose these dodgy practices.
