Soz I had to put 1 star up to make a review it’s actually zero stars I’ve just received a PCN enforcement letter this weekend after the 28day appeal only just read it on the Monday after.
apparently I’ve parked my nonexistent car up for 20mins somewhere and now have a £100 fine to pay this was surprising for me considering that I’ve never had a driving license I’ve contacted DVLA and the car registration is not for my flat they sent me how to confirm this and to get back to you about it I will be sending you a letter if the address is correct with the details due to your website defaulting on pay us and unable to contact you xxx
So please contact me I’ve been trying to contact you all day

Utterly Despicable Company

Parked up at the Indian restaurant in Derby. Had a meal in the restaurant. Six weeks later, got a PCN from these scumbags. No time limit, no need to pay so no meter or apps to pay with. Just because the car registration wasn't entered in the restaurant tablet evidently. There was no means to do this because the restaurant thought the ANPR cameras weren't working & tablet wasn't there. Couldn't get the PCN cancelled via restaurant. Didn't appeal while they were emailing CEL/Creative Car Parking and faffing around. Various threatening letters sent to us from DCBL and CEL. No, we definitely won't be paying and WILL go to court.. I have the bank transaction proving we parked as legit customers and ate at the Indian restaurant. This company deserves minus 20 stars!
1 is being overly generous I think!!

Got a fine whilst charging my Tesla in one of their parking facilities. Do you have to pay or register to add petrol to a car, crazy. When I appealed they never sent my an appeal form and there is no way to contact this company. Strikes me a very close to fraud.

Scumbag of a company

What an awful company, my dad has been to NHS health centre for an injection after prostate cancer. He has parked on the NHS car park, entered his reg at the desk upon entering and had still received a letter from these criminals for a parking fine. There is no way to contact them other than an online form which is difficult for someone of his age. The form can't be submitted without supporting evidence, there is no reference to what supporting evidence he should provide and nobody to ask! Companies like this are nothing but criminals praying on the weak and vulnerable! You know what you are doing and shame on you! Scum

Went through the drive through…

Went through the Starbucks drive through in Chelmsford early in the morning, sat in my car and finished my coffee as I always have, unbeknown to me they recently changed their times, you only have 10mins before 9.30am or you will get a ticket, all the signs say 90mins, they have changed the small print but this is not visible from your car. I received a fine and went into Starbucks, they said they don’t own the car park and wasn’t even aware the parking times had been changed until customers came into complain that they had a ticket. Starbucks reduced it to £20.00 but said to make an appeal. I appealed and lost, but rather than honour the £20.00 they said I had to pay the full amount. I appealed this decision and asked for the fine to be reduced to the £20.00 and they declined saying I owe £60.00. Absolutely disgusting immoral company, there was no signs warning people of the change. I won’t be using Starbucks now. I also won’t be paying, they will have to take me to court. I’m disabled and sat in the car as I struggle to walk. Scam of a company.

absolute digrace of a company and…

absolute digrace of a company and should be closed down. i sent them an appeal with proof of my daughters swimming session booking in our local leisure centre along with my genuine excuse that i made asimple human error and put the registration of my second car in and not the car i was driving at that given time i even gave them the registration of both cars and told them to check their systems history and they would see both my cars are frequently used and their registrations entered in their system. as you can imagine my appeal was rejected and now my fine that i just paid today was up to 170 pounds due to the fact i work out of the country for 5 weeks at a time. if their was a possibilty to speak to somebody and verbally put your case forward if they had any morals they would understand everybodys circumstances are different and occasionallly people make simple human errors all the evidence is their at their mercy to see myself and my wife visit this centre regularly for our daughter to do her hobbies etc. as a comapany you should hang your head in shame at some of these reviews on here.

Terrible company

Terrible company, the car park i got fined in has recently been charging and barely any notice was given. There is no barrier, signage is few and small. Ive been parking there for years and it was free to clients. I appealed the fine. No confirmation of receipt of appeal, no phone nr, took 36 days to respond and then they didn't even attach the response so I had to reappeal. After about 6 weeks got a rejection of appeal. Absolutely dreadful, I'd be embarrassed to work for this shambles of a company.

I’m extremely disappointed with the way my appeal was handled. I clearly explained that I was making a delivery inside the block of flats, and there was nowhere else to park except the block’s own car park. Despite this, Civil Enforcement Limited dismissed my appeal with a generic response and ignored the genuine circumstances. Their policies offer no flexibility for essential access like deliveries, and the letter was filled with warnings about higher charges, debt collectors, and court action rather than any attempt to be fair or understanding. Overall, a very frustrating and unhelpful experience. MUIE!!!

Shocking money making company

Shocking money making company - could almost be a sham!!

We parked, in Colchester in a little car park behind The George, bought a ticket for 3 hours (£7 not exactly reasonable), popped it on the dash, left 2hours 45 minutes later. ticket binned. No problems or so we thought.
A week later I receive a letter with photo of car showing entering and leaving car park and a Parking Charge for £100 reduced to £60 if paid within 14 days.

I appealed against this showing my friend's bank statement (she paid) and it was rejected stating the bank statement didn't show where the ticket was purchased.
We then supplied a copy of the map provided when detailing the payment but it showed an address in London, presumably one of their offices but not where we parked. They also stated that the incorrect Registration number was provided. This is possible as my friend keyed in the details and we were in a hurry. We still had proof of payment though and a receipt from the hotel where we had lunched right in front of the car park.

Appeal refused again but offering a £20 penalty fee.
I paid this, which is what I expect most people do because there are too many troubles in the world to get worked up about a parking fine even a reduced fine.

BUT WHAT A CON - the money this company must make for the slightest error is beyond belief!!!

I had arranged a chiropractor…

I had arranged a chiropractor consultation and then booked 16 appointments at the surgery. When I arrived at my first appointment, I noticed that there was a small tablet in reception and as I use this type of tablet for various parking areas I asked the surgery as to why I was not informed before. They advised not to worry and that they could remove it, if I received a fine. Low and behold, I received a fine, informed the surgery and was told that they had cancelled it!! A few weeks later I received a letter increasing the original fine. The surgery said that I had to appeal it, which was done promptly and CE wanted evidence that I was there. When I tried to upload the evidence, there system could not find my appeal!! So I sent them recorded delivery letters with the evidence, of course with no reply. I resent further information and evidence in August 2025, via recorded delivery, but no response. Two days ago I received a court summons at a total cost of £261.86!! I called the court but without any success and the number for CE legal dept on the documentation, but no one answers, despite over 50 calls. This company is purely a money making enterprise and I believe that the establishments where these so called car parks are situated partake in the money collected. Please beware, because even if you park legitimately, they will still try and extort money from you, just to get rid of them!

NO STARS - HAHAHAHA I WIN

Civil Enforcement Limited & DCB Legal – HAHAHAHA I WON!!!
Where do I even start? For an ENTIRE YEAR I was absolutely bombarded with threatening, intimidating, and disgusting letters from Civil Enforcement Limited and their so-called “solicitors” DCB Legal. These letters had the “Can’t Pay? We’ll Take It Away” logo plastered all over them, threatening bailiffs, seizures, and court action — all because of a £2 parking ticket that I actually paid for (and had the physical proof of!).
Let’s rewind. My partner and I were at QMC Hospital for an early pregnancy scan after going through an ectopic pregnancy and a miscarriage earlier that year. We were emotional, anxious, and just trying to do the right thing. My partner parked my car at Leen Gate car park and paid for the full duration, but in his rush, he accidentally typed the registration as an ‘I’ instead of a ‘1’. One tiny typo. That’s it. You can’t even have an ‘I’ issued on UK number plates.

So what did Civil Enforcement Limited do? Instead of checking their system and seeing no other car with that reg was even there, they decided to go FULL attack mode. For over YEAR I was harassed with legal threats, letters, and calls from DCB Legal — who are, frankly, absolute cowboy bullies. The way they operate is completely shameful. Anyone working for a company like that, trying to exploit and intimidate people over honest mistakes, should be utterly ashamed of themselves!
As a solicitor myself (albeit a residential property one), I wasn’t having any of it. I took this ALL the way to court. I filed my defence, stood my ground, and was ready to make an absolute mockery of Civil Enforcement Limited and DCB Legal in front of magistrates.
During the process, I got about 100 “without prejudice” calls from DCB Legal trying to make me settle for around £200 — for a £2 ticket I had ALREADY paid for! Civil Enforcement Limited suffered NO financial loss here. Even the court mediator during our telephone meeting told me he hoped I’d win, calling them bullies (his words, not mine)!!
And guess what? Just days before the hearing — when Civil Enforcement Limited had to actually PAY the court fee — they backed out and WITHDREW the claim!!

I was 4 weeks pregnant when I received the initial fine. My rainbow baby son is now 18 months old and it’s only JUST been resolved. Stand up to these bully companies, we have to make an example out of them!!!

So to Civil Enforcement Limited and DCB Legal, if you’re reading this…

HAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHA I WIN!!!!!
You are both awful AWFUL, horrible, nasty companies — you picked the wrong person to mess with. HAHAHAHAHAHA!!!! 🎉🎉🎉

I follows the parking process at a…Feels like a scam

I follows the parking process at a hotel. Parked in an allotted bay, registered the parking with the hotel as requested. I was issued a fine and appealed it with info on my stay at the hotel. The appeal response was worrying as it basically gave no reason for the appeal to fail it just said ok just pay 20 pounds in the next two weeks then. This can’t be right. Then it’s back to me owing 100 pounds. It must be a scam surely. The hotel will not respond to me or to the selling platform I booked through. This hotel is in Hitchin Hertfordshire and had asylum seekers in it. The reception is fast food shop. It’s very iffy I think if I had paid 20 pounds they might have used my bank details for fraud purposes. This is very suspicious practice.
