Legally, you are not obligated to pay the fine in the UK because there is no legal mechanism for EU toll fines to be enforced against UK drivers post-Brexit. EPC is a private company, and their letters are simply collection attempts without legal weight. However, if you plan to return to the EU, non-payment could cause problems locally.
EPC are trying their luck with this fine—you do not need to pay them.
------------------------------------
Having dealt with them previously, I can tell you they are nothing more than amateur harassers. EPC, don’t bother replying with a contact email address—I certainly won’t be following you or your feeble instructions. You are just a company that buys debt.
------------------------------------
I repeat: DO NOT PAY.
Since the UK is no longer part of the EU, Directive 2015/413/EU does not apply to UK-registered vehicles or drivers. However, whether you are legally required to pay an EU toll road fine that has been passed to Euro Parking Collection (EPC) depends on several factors.
Key Legal Considerations
1. EU Cross-Border Enforcement No Longer Applies to the UK
- Since Brexit (January 2021), the UK is no longer obligated to participate in EU cross-border enforcement mechanisms.
- EU authorities cannot directly enforce traffic fines against UK drivers through EU legal channels.
2. Private Debt Collection vs. Legal Obligation
- If EPC (Euro Parking Collection) has contacted you, it means the EU has outsourced the fine to a UK-based private collection agency.
- EPC is not a government body—they cannot issue legal penalties but may pressure you to pay.
- Ignoring EPC will not result in points on your license, legal action from UK courts, or UK driving bans.
3. Consequences of Non-Payment
- In the EU: If you visit the EU in the future and rent a car, unpaid fines may lead to issues at the border (e.g., being required to pay before renting a car).
- Credit Impact: Unpaid fines from a foreign country do not affect your UK credit score, as EPC does not have the power to register debts with UK credit agencies.
- Legal Enforcement in the UK: A foreign fine is only enforceable in the UK if a UK court upholds it, which is highly unlikely for a toll fine.
What Should You Do?
- If you plan to return to the EU, you may want to settle the fine to avoid potential issues with authorities or car rentals.
- If you don’t intend to drive in the EU again, you can ignore EPC, as they have no legal power to enforce the fine in the UK.
- If you dispute the fine (e.g., incorrect charge or lack of proper notice), you can challenge it directly with the EU toll company.
Conclusion:
Legally, you are not obligated to pay the fine in the UK because there is no legal mechanism for EU toll fines to be enforced against UK drivers post-Brexit. EPC is a private company, and their letters are simply collection attempts without legal weight. However, if you plan to return to the EU, non-payment could cause problems locally.

Only given 1 star because I can’t give 0. What an unprofessional company. Telephone number where no one can give any advise. Conflicting information on the maximisation of charges. Email addresses that don’t work and then given different ones. Only get answers through trustpilot. Letters with no names/ signatures on to let who you are dealing with. Paid one charge and not received a receipt. What jurisdiction do you have issuing charges from foreign countries and threatening with uk courts.

Got a letter from EPC PLC today stating that they have handled my case and that I am entitled to a refund of EUR 155. The funny thing is that it’s for a registration number that has never left Sweden. The car is only used for short trips, mostly sits idle, and is rarely driven. I haven’t even complained about any fines or anything similar for that reason, yet they are very eager to get all my bank details… Scam - Scam - Scam!
According to their website, they operate in Ireland, the UK, Hungary, and Portugal…
The whole thing has been reported to the police.

They sent me a letter with four different fines. The fines were dated from 03/01/2025, the letter said that I needed to pay twice the normal amount and if I didn't pay within a month then it would be four times the normal amount for ULEZ. The crazy thing is I actually paid the ULEZ. By the time I got the letter it looks like they passed it on to a debt collector so even if i did want to pay it, I couldn't. They're clearly a scam company. Although they claim to operate within the law, my lawyer said I probably have a good case if it goes to court.

Drove 3500 miles in Spain & Portugal in October 2024. Great trip, no issues, no parking fines.
Paid all tolls with bank card, no sign payment rejected anywhere. No issues . No ignoring tolls ( you can't !!) , no breaking law. 4 months later received 3 letters detailing tolls 1.01 , 1.54 2.42 and fines 10 x that in Portugal . Looking on here and other reviews sites, this company has a history of sending out letters like that. It look like hundreds of people ( going back years) have been harassed by these official looking letters claiming powers to collect fines from Europe.
I attempted the " contact form" , except you can't submit that without consenting to your data being shared!. The company may say in response to terrible reviews on here " we are not scammers" but they do not appear reputable . We have taken advise and been advised not to pay anything at all and that this company does not have any right to enforce anything here re these " fines". If we could have contacted them without consenting to surrender all our date this is what we would say: We have not failed to pay fines ( whatever the ridiculous blurry picture purports), we have been caused alarm and will consider any further similar communications as harassment.

I recieved a letter via mail 31/1-25 for a parking ticket in Copenhagen 1/9-24 (5 months later) with due date 7/1-25, however due date was already passed by 3 weeks (!) so there was no chance to pay on time. The letter was dated 23/12-24 but there was no time stamp on the envelope so probably not posted then as mail service in Sweden is very efficient and it would not take 5 weeks to get a mail. I paid the 1695 SEK the soonest and notified EPCPLC on line and via email. On the 25/2-25 I received via the mail another invoice of 1857 SEK e.g. an increase with 162 SEK with due date 2/2-25 (!!!!!) which was 3 weeks ago and again no post stamp on the envelope. This is an eternal loop. No serious business would behave this way. I have to date not had ANY response from EPCPLC on my email or online submission 3 weeks ago.

Absolutely AWFUL. I have paid my fine twice and they still send me new fines. I AM LIVID. SCAMMERS.

These people must be scammers.
I bought a toll pass for Hungary yet still received a fine. I submitted an appeal but they rejected it because I didn't include a photo of my registration documents. I re-sent an email with the correct documents and they rejected it again. When I asked why it was rejected, the only response I received was "there's another reason".
They didn't even tell me the reason! It feels like they're just avoiding it on purpose to increase the fine, because I can't think of why they would be so useless.

Just received a letter from these people saying i had used a road toll in Portugal,I was quite surprised as I have never driven in Portugal, and have not been there in 8 years, I have passed the letter onto my local MP
Super bad. We passed the dart crossing. There was a toll sign and nothing else. NO way to pay (eg. A place to stop with a metal bar) and not a website advertisement anywhere. They threatened me with a £70 fee for a £3 road. This has been going on for 3 weeks. I called them and wrote 4 emails. In the end I had to pay with thier threats. NOT EVEN in Italy this is possible! And they are corrupt! I know they would have gone further. On the 📱 me they can not even help or be honest.

I have received two times for Not paying for the right car category. I have made a representation and the due date has been extended for 28 days. When i wanted to pay, the fine amount has doubled. I called them, been told will receive an e-mail with explanation and i also requested a call. The e-mail was never received, but i had a call and the lady confirmed that it was a mistake made by them with regards to the extended term of 28 days. I am liable to pay though. I asked for this to be confirmed in an e-mail which she said will be sent after we end the call but never received. What do i do now? Can you please get back to me as i will escalate this further.

I received a fine by EPC for not paying tolls in Portugal. I DID enter my credit card as I crossed the border into Portugal's toll system. They should have taken the motorways fees as and when I drove on them. I was there from 21 August to 21 September, and got fined for not paying on my last day in Portugal, on 21 September! If they had my credit card details, why didn't they collect the fees needed??!! Now I have to pay a fine when I did everything right?? Plus I couldn't leave Portugal earlier because of the wild fires in the north of the country where I was! Is EPC expecting people to drive through fires and on closed roads??? And finally, the photo of my car's number plate is a night photo supposedly taken on 21 September whereas I crossed the boarder in the morning during day light, so how did they get my number plate in the dark??? Is this a scam???

Bunch of scammers! BE AWARE. Last years I received 3 letters with 3 fines to pay from 2020 in Portugal - I did pay. And last week 21st January I received another fine from 2023 to be paid by 8.1.2025?????
THIEFS!!! You will get caught before long, in the mean time keep lavishing with other peoples money . disgusting

the company is a joke and trying to rip people off.

Behave like scammers. No emails, no answers to calls which is given. Only communication through programme which they answered templated. ( driver drove in Hungary. paid for vingete. but instead of d2 took d1 ) for two trips was charged 2x85,5 + 2x123,04 total fine 417,08 eur. Payment sum for vingete d1 and d2 was the same. 2 times penalty for 123,04 eur trips was in less than in 24 hours so it is normal practice in Europe that for roads payment if you get penalty it is valid for 24 hours. but not for them. Why the sum first time penalty was 2x85,5 eur and second time 2x123,04 eur for same thing also no answer.
P.S. no need EPCPLC write sorry for inconvieniece, i just share my experience with you and give strong zero for your reiting...

Just received notification about fine for offence got in Hungary more tan one year ago with my car….BUT I was never there and I never visited Hungary in my life!
From the documentation I see pictures which are just black background with two white spots which, I think, are the car lights and one white rectangular spot which is the un-readable plate.
By the way the plate position and the shape of the lights are clearly not from my car.
By reading the procedure it seems I have anyway to pay and then just after, if I win my dispute, I can get the money back!
I do not think this is legal and fair! It is 100% error and it should be fixed and recognized by the company without payment. I already opened claim on epcplc internet site, so I hope to get feedback soon otherwise I will move legally.
***** Updates 29 Jan 2025
- Mail sent as indicated by Epcplc feedback, but no answer so far
- I was able to download from Epcplc website the high definition picture of the vehicle and, as expected, it can be clearly seen that the plate number differs for the last letter which is "C" (in the picture) instead of "G" (my car). Moreover the car model is Alfa Romeo 159 and NOT my one.
I expect therefore to receive official mistake confirmation communication by Epcplc and closing of the case.
***** Updates 5 Feb 2025
Yesterday I received official communication from EPCplc that, thanks to evidence, the case will be removed from under my name, which means case closed. Mistakes can always happen and, at the end, EPCplc communication was ok, so I modify my rating since I solved in reasonable time.

Went through a toll camera in Dublin and didn't know until received a request for payment. The letter arrived outside of the date for it to me paids, guess our wonderful royal mail saw to that. By which time EPC had got involved and the bill had gone from 6 euro's to £49.50. Will refuse to pay as letter not sent recorded delivery so they will have to prove when i received it.
I have travelled with my family for a holiday from Denmark to Hungary, 4 months later I have received 3 penalty charges even though I have paid all toll charges as I should while we were there. I have luckily kept my receipt as proof. I have emailed them with a proof and I thought that was it. The next thing is that I get another letter that I have not provided Vehicle Registration Document which wasn’t requested in the original letter when being asked for a proof that I have paid the toll charge.
It is so stressful dealing with all of this for absolutely no reason, I did nothing wrong, paid the toll as I should and now being threatened if I miss the deadline I have to pay more, I have to pay correction free if my application is approved, they suggest to pay penalty charge anyway even though I’m a victim here
I just really wish I never went on holiday over there. The systems clearly aren’t working properly and this company’s job is to unlawfully claim money from people that don’t owe anything

I had a letter confirming I had a refund due. Reason was they had me as a lorry and actually I was in a car trailing a boat. The web site only offers me to put in sort and account number not iban and swift. Phoned and they said I will get a email in 24 hrs.
Not had the refund or email.
To update on my review. After confirming all my bank details as requested by them they have now informed me that the refund was to my credit card not my bank. Having checked it has been done so will update my star rating.

Absolute scammers. Even though they will reply that they aren't.
Had x3 fines for driving in Hungary. My mistake. Their letter said it can be maximised to x2 fines. The letter also said there is no extension for appeals.
So to be safe I paid x2 fines and asked for the 3rd to be closed, to maximise. They said "No" due to not having more than 2 fines open. BUT THATS BECAUSE I ALREADY PAID 2.
I wrote again to ask them to refund and re-open, then maximise. Now they CONVENIENTLY have not responded. Before it took 10 days to reply. I wrote again on 17th December, STILL NO REPLY.
So I have paid the x3rd fine (to avoid escalation). I am going to file a complaint. And if they do not refund me the 3rd ticket, I'll seek legal advice and go from there.
Shameful scamming company.
