By processing your refund at a city center office and validating it at an airport kiosk, Global Blue uses a multi-step process that is a known loophole for imposing predatory exchange rates.
Under European Union Payment Services Regulations (PSD2/PSD3), you have a legal right to be shown the exchange rate mark-up before a transaction is finalized. Because they hide this during your city-to-airport transition, your rights are repeatedly violated.
