The 9th-gen basic iPad is fine for web surfing and email ( which is what most people will buy it for). However, I purchased it to use with GarageBand for music creation (alongside my MacMini). It struggles with this, and the actual screen (inside the bezel) is too small for easy use of the virtual instruments. My fault, as I should have upped my budget and purchased an iPad Pro.
