Cancellation fee
Like many others I am aggrieved that Collingwood Insurance charges a £40 cancellation fee.
Do they make it clear when buying the policy? Well it's on page 2 of the policy document which I didn't read.
However, there are at least 6 Financial Ombudsman decisions on this very point, all in favour of Collingwood. I would suggest that the Ombudsman is answering the wrong question. The question shouldn't be 'is Collingwood behaving legally?' - clearly it is - it should be 'is the £40 cancellation fee Collingwood levy when a student driver passes their test unavoidable, and if so would it be clearer to add this fee to the initial premium?'
The fee is entirely unavoidable when the student driver passes their test. Which suggests that it would be much more transparent and honest to simply add it to the initial premium: Collingwood's motive for not doing so is clearly that to do so would make their initial premium less competitive.
Collingwood knows this behaviour very much irritates its customers but it has done this for years and I suggest doesn't much care because by definition its customers are one-time-only so why should it care what they think once they pass their driving test?
Fun fact: Collingwood is based in Gibraltar for tax reasons.

I can see from the information provided that your policy was purchased over the telephone with one of our agents. As we are authorised and regulated by the Financial Conduct Authority (FCA), all telephone calls are audited and follow a set script.
The full terms and conditions would have been read to you during the call, and we carry out several checks to ensure you understand and agree before any policy can be set up. If at any point you had indicated that you did not agree to the terms, we would not have been able to proceed with the purchase. However we do appreciate that it may have been missed by you in the call as there is a lot of information discussed when taking out a policy with Collingwood
Regarding the cancellation fee, we are required under FCA regulations to treat all customers fairly. This means the same cancellation fee applies to every customer, regardless of the reason for cancelling—whether due to selling the vehicle, passing a driving test, or any other reason outside of the initial 14‑day cooling‑off period. If we were to waive the fee for one customer and not others, this would not meet the FCA’s fairness requirements.
We regularly review our customer journey, both online and through our Contact Centre, to ensure that all important information is clear and accessible before and after a policy is taken out.
We are satisfied that this information was made available to you; however, acknowledge that this may have been missed in the online journey.

Unhappy about hidden costs - BEWARE
I paid for a learner driver policy for my son and the price for the year was reasonable. So paid the premium for the whole year and was happy till I saw the cancellation fees when my son passed his test! OMG! I couldn't believe it. Not only they did not give me a refund for the 4 month reaming of the policy, but they charged me a huge fee for cancellation!!!! They never advised me or my son at the point of cancellation of this hidden cost. We only found out after the cancellation was complete. Apparently there is a clause within the policy that you have to cancel it once you pass the test. You cannot let the policy run out. This is not a legal requirement. It's purely there to make more money out of the policy holder. Had we known that, we would have not bothered to cancel it. I find this practice very unethical as most learner drivers are on limited budget with all the costs involved in learning to drive. Now my son has to fork out more to buy the car he was saving for because he has to pay this completely unnecessary and unexpected fine (effectively that is what it is). Clearly most learners will pass their test part way through their policies. So this is a good and guaranteed money maker for this company. Please factor in these hidden costs when you consider taking out a policy with this company.

Excellent service – Lisa was amazing

Sneaky behaviour, hidden charges.
At first they seem like a professional, friendly and fairly priced company but most of the positive reviewers are still insured with them because they have yet to pass their test. Read the small print very carefully! They do not insure drivers once they've passed their test so the policy is then cancelled. WATCH OUT! There is a cancellation fee for everyone. Sneaky behaviour to get our business in the first place. What they lose on customer loyalty (as their offer becomes obsolete once a driver passes) they gain on hidden fees. I suggest you pay a bit more for a decent insurance company with no hidden charges.
