They close my accounts without reason everytime.
Why I created new accounts? PayPal said to me by phone to do it! Since getting back the old account was not possible at all. Go figure!
What I was selling? Digital products created by me. I am a web developer.
Did I receive any claim? None. All my clients are satisfied...
What I think about this? PayPal can take the money and say it is risky. They can take your money and say it was for damages. And you can't do nothing. And they know it.
Why they do this? Because they are near to bankruptcy... So they hold your money.
If they didn't hold money they would close right away.

I wish I would have read the reviews before I ever signed up for pay pal. What a rip off scam P.O.S .
They ripped me off for 100.00 dollars. They scammed me on a Digital gift card that I never received. I went through all the steps to file a complaint, which is a complete mess that takes a couple weeks to hear back from because you never get to speak to a real person. Their customer service is the worse I've ever experienced in my life. I would never recommend ever dealing with these people. If you ever have a problem your in for the most terrible experience you could ever imagine. If there was rating scale between 1-10 I would give them a minus 10. I had to change my bank account info because some one there ripped me off. They said I could file a claim but when I did they denied it and they also said I could dispute the findings which I tried and the system would not allow it. If you don't want to be ripped off I would never sign up for this scam. If someone from this establishment reads this my recommendation to you is have a number where you can actually speak to a real person. I was lucky 1 time to speak to a human and gave him my situation and he put me on hold for a while and when he came back on the phone told me he had to transfer me and when he supposedly transferred me he actually hung up on me. I tried to call back on the same number and of course no one answered. I will continue to bash your company for your disservice.
Paypal Customer Service and System Have Very Low Standards
I am not surprised that the Global Community of Paypal users are experiencing the same issues just like I do.
I've used Paypal since 2008 and now wanted to find other alternatives, especially that now, it is a Digital age.
Paypal has a very terrible Customer Support team.
We contacted them several times through their Message Centre (chat service within Paypal) but nobody replies on time to it if/or when they reply, they just tell you a customer service script which is very useless. We wanted to know why the funds are being held and account limitations were placed but when we called their support line (directed to Philippines) the agent can not find the account in question even after we provided several emails and phone numbers.
Paypal is very frustrating to use - I am checking for other alternatives, there are many competitors with higher standard of service out there.
By far the worst payment service
PayPal decided that it would be a good idea to support buyers who open disputes after they are delivered their digital goods. I mean, how much bad a company can treat its customers goes beyond me

I opened a PayPal business account 3 months ago.
Here's what happened thereafter.
1. PayPal was holding my funds and not letting me do a fund transfer to my bank account for 21 days from receipt of payment even for digital products with immediate delivery.
2. Even after receiving more than 300 payments worth 10K USD, no Premium services were offered. In fact, when there were general queries sent to their customer support team, they just copy pasted the standard answer from their help docs and never took the effort to understand the query. This can be expected from a bot but what kind of human beings are employed at PayPal? I wonder if these employees have completed their schooling, even!
3. During their copy paste answers they l provide the account manager email. Send 3 emails and no response. No contact number was provided initially. When I found it in their help section the number didn't exist.
4. Out of 300 transactions there were 3 disputes raised of less than 1% of the total turnover amount and in spite of giving refund to the clients my account was permanently blocked.
5. Moreover, due to the refund I owe PayPal 160 USD and when I try to pay what's due, it asks me to send them a cheque in USD from my base location in India. I was surprised that such a big company has no other online payment options. I wonder who runs such kind of company.
After all, this I'm so puzzled that PayPal being such a big multinational conglomerate what example are they setting for the world? Are their days over now? Are they planning to shut their business?
Zero protection for individual purchasers
Paypal is easy to use and convenient, until you have an issue. I had been a Paypal user for over 7 years, using it for eBay and also for any purchases on sites that had the PayPal option. When I saw that PayPal logo I thought it represented security. Wrong. I used my PayPal balance to purchase from the website Eneba, which purportedly sells legitimate digital keys at discount. They allowed purchases through Paypal, so that reinforced me thinking they were a good seller.
I was so wrong. Eneba sent me a PlayStation Now key that had already been activated. I went through their support and they wouldn’t refund or replace it. I opened a dispute with PayPal, waited 2 weeks, and when Eneba responded to them they closed the case. I provided everything I had to PayPal but they didn’t have the decency to check with me before closing the case. I called PayPal and the customer service rep indicated to me that because I had no way to prove it was a fraudulent key (besides screenshots of my account showing it wasn’t active, and a screenshot of me trying to activate the key), they would not take action against the seller.
So, goodbye PayPal. My $8000 of eBay sales that went through you the last month? Never again. I removed my credit cards from the PayPal account and will do my best to never use your service again.
Non-existent customer protection policy.
As a result of this dispute resolution PayPal ruled in a favor of a seller, which is listed as fraudulent by independent reviewers, denied an opportunity for a compromise and proved that its customer protection policy is not serious at all. I lost more than 100 EUR and trust in a used-to-be reliable counterparty. I bought a wig from China. The article came not as described on the webpage of the seller: the color was clearly different. There were also attached metal combs to the underside of the wig, which were not in the description of the product. The seller acknowledged the problems and wanted to compensate partially offering a 25% discount. I did not agree because this wig would be useless and wanted to return the wig. According to the seller's website the return was possible. After I denied the 25% discount PayPal resolved the case in favor of the seller!! The explanation was: color difference wasn't significant. 'It should have been blond instead of radical black hair to be qualified as 'significantly different'' according to PayPal. This explanation is arbitrary and could not be qualified as a serious one because 1) the seller himself acknowledged that the color was different; 2) on the website of the seller these colors (see picture) go under different numbers; 3) a color of a wig is a crucial characteristic of a product (not like color of a digital gadget); 4) the explanation dismisses that the seller omitted the description of the metal combs, which make the wig unsuitable for people with no hairs. To aggravate the problem PayPal ruled very fast in the favor of the seller, preventing him from offering a higher discount, which he wanted to give me according to his email. The explanation of the PayPal was blunt: "we are not negotiation platform". In the end PayPal destroyed my trust totally justifying 1.2 stars from TrustPilot and gave more confidence to a website which is listed among scam shops. Well done PayPal!

A few months ago, I received a message from PayPal that I needed to top up my balance. Strange because I never leave money on this account and I hadn't ordered anything. Curious what this was about so I went straight to the login page.
Digital River Ireland had debited EUR 44.99 without my consent. PayPal had been so '' kind '' to advance this amount, so suddenly I had a negative balance of EUR 44.99. In other words PayPal had decided without any consideration that money was lent to me for a product I didn't order.
There was still no need to panic and I was under the impression that banks and financial institutions will immediately fight fraud in these cases, but here's where it went wrong.
Instead of going after the Digital River Ireland scammers, PayPal decided that the charge was not illegal. We are now 26 e-mails further in which PayPal kindly requests to top up my bank balance and I am sending them back that I am not going to pay a cent.
Dear PayPal,
Just because your president is a gangster doesn't mean you also can live like crooks. It is insane that you put my bank balance negative without my permission, that you did this for a product that I did not order and also demand that I have to top up my bank balance. Are you kidding me?
Instead of sending all those mails, I suggest that you put some afford in finding out more about the company Digital River Ireland. Google is your friend.
For the 27th time, I WILL NOT PAY YOU A CENT. Stop stalking me and delete my account.
PayPal service is appalling
PayPal service is appalling. I ordered a watch from China and I received this inferior, cheap piece of plastic that resembled nothing as described. It doesn’t even remotely look like as described! Only similarity is that both are wristbands for telling time. The site gave a guarantee for full refund if not satisfied. I tried getting in contact with vendor but emails bounced back. But because I paid by PayPal I assumed they would guarantee against this fraud. They did not. Firstly, it’s almost impossible to be in direct contact with PayPal- offline messaging that happens over numerous days. And the messengers couldn’t be anymore difficult if they tried. I sent photos of what was described on website and what was sent. It is clear that the product is nothing like as described and is completely inferior but PayPal has favoured the vendor even despite that they offered a 100% no quibble returns. It is like comparing a Casio digital watch to an omega or Rolex! That’s how clearcut it is!
Terrible customer protection
Terrible customer protection. I had a credit card linked to the account to purchase a few things forced through PayPal. I signed up in July for this account and haven’t it used it in months, it is now October and on the 18th I recieved a text message stating that $325.00 was sent from my paypal account to ??????????. I panicked and immediately logged in to find, -$325.00 as well as -$90.00 taken out from my card. I used the resolution center to dispute it, only to receive a case closed. I even emailed them the random emails I recieved, however I have no idea if anything will be done about it. I simply removed my card from the account and changed my account information as a safety procedure. I took it up with my bank but they told me to call the merchant (PayPal) first, however their customer service line does not help at all, and due to the pandemic it is difficult to get a hold of an employee. I will continue to investigate, although the purchases are 100% scams. One of them was sent to a “Digital Service” for $90, and the other was sent to some Chinese network technology studio for $325, I obviously don’t know what in the hell these are and have been inactive on the account for months. Do NOT use PayPal.
Four Doable Things PayPal Can Do (feedback from satisfied PayPal Customer)
As a shopper or buyer, PayPal had so far been fair in approving refunds from buyers who could not fulfill their promises (especially with digital products and services). Even when the seller does not respond to disputes opened. For this, it is five stars to PayPal for support excellence.
Now the things that PayPal can improve on (PayPal can consider these):
1. Allow refunds x 150% of original price guaranteed by certain sellers who say they will refund up to 300% of the original price, if their product does not work as promised. (Currently right now PayPal only help refunds that equates to original price paid to seller.)
2. PayPal states that only USA-based businesses can register for a business account. Does this mean individuals (freelancers and artistry housewives) won't be able to accept payments for cakes or other goods they sell online unless they send their customers and shoppers an invoice?
And the integration procedure to website seems complex to a non-developer like me.
3. I hope PayPal will also accept payments from those without debit or credit card but has a telco where PayPal can bill to. Meaning, money from shoppers' telco wallets can be deducted when they shop online.
This is about 82% of the India population not having even a single bank account but who has cash in their telco firms (for their mobile phone bills). Reasonable fees/charges can be billed to the online sellers - without the seller having to rely on using a registered business (eg. Own personal name) .
This feature could be a boon for all: convenience for the buyers without cards, profitability to the telcos and PayPal.
So PayPal can consider these four doable actions to scale their business and help people like me with no registered business (it used to be just $25 to register a business in SG, now you need at least SG$315 and more just so to start a new business bank account).

Instant close of case with no way to appeal
I bought a steam game code from a website, they sent me a digital game code that was already used therefor invalid and was having issues contacting the seller to try and get a refund or a replacement.
So i filled a case with Paypal to try and get my money back, after a little while, they denied the case and closed it with no way to appeal - what a great process.
Stay away from Paypal, they don't care about you, there's no easy way to request a GDPR data request or get in contact with a person, they pass you off to their forums or automatic chat services that are also not helpful.
One of the best e-wallets for fiat
Even though PayPal does suck sometimes, especially in developing countries, ex soviet union countries and black listed countries... It is overall one of the best E-wallets on the internet not considering cryptocurrencies.
For fiat currencies paypal is still one of the best experiences, even if the fees aren't ideal.

Side note to improve: Sellers are kind of unprotected because they tend to favor buyers in disputes, and digital item buyers are completely unprotected. Also during COVID resolving normal issues with purchases have taken 3 months to resolve unlike the usual 1 week.
PayPal is great
PayPal is great, I've had an account for an age and I have never had a problem. I use PayPal mainly for ease, but it also just feels safer to me, rather than inputting my card details straight onto any website. I e-mailed a retailer demanding a refund for poor and not as described digital goods. They were adamant on amending and revising after I requested a refund. Even after sending them evidence they even tried to back out of their money-back guarantee. After back and forth on e-mails I decided to open a dispute on PayPal. I immediately escalated the claim and I had been refunded less than 24 hours later. Fast and Easy, great customer service.

I have worked all over the world and see how things are changing in terms of digital currently and sending money to and fro. Asia leads the way with countries like China and Japan going to digital method of paying for almost everything. I currently live in Thailand and it's incredibly simple to transfer money to ANYONE transaction fee free with standard banking apps (to any amount at that).
ONLY in the good ol' USA is transferring cash a nightmare. Case in point, my recent experience with PayPal. I had a friend in the states use PayPal to send me a nominal amount of cash (keep in mind I still bank with large US banks, i.e. Chase)--so I setup my Chase checking account and credit card with my 10+ year old PayPal account and tried to accept the money. No go.
Contact PayPal support, I get bounced around to 4-5 different agents because they apparently are all incompetent. Eventually we get to one that says something more than just "We cannot complete your transaction." The answer is, PayPal has the money, it's been debited from my friend, but we can't GIVE it to you, because your account has been flagged for a security concern.
Really? What kind of crap is this? I have verified my bank account, credentials, activity, identity, whatever, multiple times and you refuse to let me access to my own money.
PayPal you are worthless, have horrible customer service, and we can only hope that you are a victim of the recession and economic downturn. I really want to make this point! I called the contact number and it actually identified my phone number and it tells me "We cannot help you with your issue" and hangs up on me! The website/app gave similar responses when I tried to file a complaint, basically it locks you out. Go forth and see the other reviews on this company, it must be run by 3 kids stacked in a trench coat.
USA--wake up and make transferring money digitally easier. It's 2020, not 1975.
PayPal favours scammers
Even though you provide PayPal with proof of (digital) goods delivered they just take your money when the buyer asks them to do so. Even three months after you've delivered the goods. Worst parent provider ever.
No security no refund no product
I have Recently bought some digital goods with a company called G2G.com.
They did not deliver the products and referred me to pay pall since they didn't want to help me.
Paypal rejected my refund telling me the seller said I had received them.
They did not show me any proof of me receiving the goods and I am not able to proof I haven't received the Items.
This means they do not listen to their Customers and they take the sellers side when it comes to problems. I used Paypall to buy from online stores in the hope that I had some kind of securety for when a company does not deliver the product.
I strongly advice everyone to look for a better solution since they seem just to make money of your transaction without giving the consumer any security in return.

Paypal withholding funds deposited into our account.
We are a small family business located in Tennessee. Our businesses consist of two CBD stores, an industrial hemp farm and a CBD oil processing lab. For two years we have running our payments through Paypal. On May 19th I noticed an unauthorized charge utilizing my Paypal debit card. I contacted Paypal regarding this charge and within a week they had put a hold on all of my funds that were deposited with them for 180 days. They state that we broke their user agreement because we are selling products that contain CBD.
The user agreement does not state CBD specifically. We sell only products that are legal and are shown to be beneficial. The part they state we broke is "other products that present a risk to consumer safety". This is an excerpt from that policy.
"You may not use the PayPal service for activities that:
violate any law, statute, ordinance or regulation.
relate to transactions involving (a) narcotics, steroids, certain controlled substances or other products that present a risk to consumer safety, (b) drug paraphernalia, (c) cigarettes, (d) items that encourage, promote, facilitate or instruct others to engage in illegal activity, (e) stolen goods including digital and virtual goods, (f) the promotion of hate, violence, racial or other forms of intolerance that is discriminatory or the financial exploitation of a crime, (g) items that are considered obscene, (h) items that infringe or violate any copyright, trademark, right of publicity or privacy or any other proprietary right under the laws of any jurisdiction, (i) certain sexually oriented materials or services, (j) ammunition, firearms, or certain firearm parts or accessories, or (k) certain weapons or knives regulated under applicable law."
It was the money to pay our rent, utilities as well as buy inventory. It has put us in a bind as we do not purchase our inventory on credit utilizing a strictly cash basis.
There are many companies that are selling CBD which have PayPal as their payment method. So according to PayPal every single one of them large or small are in violation of this user agreement. CBD is a legal product in all 50 states it is not harmful and it is possibly very beneficial to humans as well as animals.

Unlike the other reviewers we never had big issues with PayPal as a seller. We have been using their services since 2016 for our eCommerce marketplace for digital products.
