they are asking supplier receipt which we cant have when we are selling on ebay digital game accounts, when i gonna explainfor customers this details,they even havenot responsed to my any messages, which is again a scamm. please take any actions against this company. hope other peoples problem will be resolved like this.

PayPal 100s of Crores Scam : PayPal DON'T have any policy of digital goods and services for sellers. How come RBI allow them to work in India?

They advertise everywhere that they have a buyer protection policy,
but they never write anywhere that they don't have a Seller protection
policy for Services and Digital goods.

But they accept payment for Services and Digital goods. If the guy who
uses service just writes "I am not happy/ I didn't get that service"
100% money refund with no if and but.

I request to Indian Financial Department to stop PayPal for Digital
Goods and Services or Start Seller protection Policy.

I escalate earlier to Financial Intelligence Unit but no response yet.

i.e. in simple words, PayPal don't know what to do with Digital Goods
or Services Paypal, but they accept it, Why??

Sold for the first time on ebay using PayPal sent 2 game's to a buyer contacted me just before Christmas useing eBay messager said he wanted to get them before Christmas for he's son and because they was digital code's and he had paid could i just send the codes in a message so i did but on Christmas day he disputed the money and said he's child brought them without he's permission and PayPal took he's side gave him he's money back charge me £60 i showed them proof with pictures of he's messages but they said i have to pay so i lost my games and had to pay to be robbed fast forward a year sold a Nintendo switch for £240 PayPal with held the funds and said id have to prove i sent the nintendo switch before i could have the money like im gonna trust PayPal and send my switch so he can say i never sent it and lose my switch so i refunded the money to the buyer and kept the nintendo switch worst company ive ever heard off

This company is completely unfair against digital goods sellers since many buyers do chargebacks after receiving exactly what they order and even after showing paypal all the proof to show the buyer was scammed they do nothing about it.

MY PERSONAL ADVICE IS TO AVOID USING PALPAY AT ANY COST. They enable fraudulent transactions and then side with the crooks because you (unknowingly) enable reoccurring payments to the vendor when you make what you believe is a one time payment. In one case I had cancelled by service with a hosting company half way through an annual term; then with no active services, the hosting company charged my PP account on the anniversary date and PP denied my dispute. My second example is another hosting company that ceased operations, ie went out of business during my prepaid annual service and then was able to proceed and charge my PP account on the annual anniversary date. PayPal HIDES the information of what pre-authorized payments you are subscribed to and CHOOSES not to give customers any advance notification of upcoming re-occurring payments. WHY because it benefits PayPal to support/side/enable those which generate their revenue. In my case I am being scammed by being charged for services which I am not receiving and PayPal is ok with that because they are making money.

Stay well clear from this company, they back and side with the scammer consistently and totally make the loyal customer feel like they are the scammers, i recently brought from a seller and paid with paypal, the digital item i brought was to be emailed to me within 48 hrs which did not happen, after trying to contact the seller numerous times without success i filed a dispute with paypal and gave them all the details and information they required, a week later they told me they had closed the dispute in favour of the seller as he told them i recieved it and sent them some screenshot of what i was sent, just like that they believed the fraudelent seller and would not entertain me when i argued my case again, they more or less told me i was a lier. I have been with paypal for many years but will now be closing my account with these muppets Stay Well Clear of Them.. Please.

Ive had a PayPal account for at least 15 years and up until a few years back i thought they were ok.In recent years they have become an absolute joke.I recently got had off by a company called ... E manuals based in India selling dodgy car workshop manuals,anyway i paid through paypal and soon realised i was being conned so i opened a dispute.Considering it was a digital download i obviously couldn't send the item back as paypal would have liked me to do so i have had to call them several times now to try and sort matters out.The new style pay pal is a nightmare to navigate and very frustrating. pay pal have given me an ultimatum with a list as long as my arm for proof to get my money back. It's literally impossible to complete so i have had to admit defeat. The guy i spoke to today was a total ar****le and this is the third time in a few years ive been knocked back by pay pal and their supposed buyer protection nonsense. They would rather support scam companies than honest buyers,also a few days after my purchase i had my pay pal hacked so obviously security is lax to say the least. This is the final straw for me and I'll be closing my account soon.

Paypal seem to be making hay from the Patriot act and CIP by restricting accounts and seize money for very doubtful reasons before going dark on you for up to 180 days.

Demanding personal data under menace...very big brother.

The one star is for PayPal customer service auto bot who tries valiantly.

I've been trying to clean up my digital trail and close vulnerabilities to hacking and scams. I decided PayPal was leaving me open to too many vendors. I've tried closing it through my PayPal account. The account page would not let me de-link accounts or remove an obsolete phone number, or cancel the entire account. Every representative I called could not delete the account. Every move to delete the account met with a catch-22. PayPal obviously does not want to delete the account. They pass the buck to PayPal Credit who is actually Synchrony Bank. Synchrony Bank assures me the credit account is closed. PayPal continues to blame them for issues closing the main account. At best this is incompetence at worst it feels like fraud. The saga continues as they are telling me to wait for 48 hours and try calling and re-authenticating again.
I will never allow an online service to handle my billings and payments again.

I have two accounts for Paypal. One is my original what i have had for years and my other one was to make a new Depop account.

On my new account i received a message to say I had made an order of £79.99 to Game Ltd. This was not me. I told Paypal where they told me to inform the retailer. I emailed Game asking them to cancel whatever this transaction was in which they advised me the transaction was a digital transaction and was downloaded so couldnt be cancelled. I then informed Paypal again. I changed my passwords, i removed my bank details from my account. I was back and fourth with Pyapal i must say about 12 times. They opened a dispute and then closed it informing me theres not enough evidence? Then they appealed it after me complaining and im still waiting for an answer. This was all in August, its now November. People say "go with Paypal is safer for your money" well its clearly not.

On my old/original account somebody made a purchase of £135 for a coat that cost over £300. They paid this over two weeks ago and the payment has always been on hold. It then said to access the money i need to show proof of postage, which i did with tracking, and i would receive it within 1 day of delivery. The buyer received the coat over 48 hours ago and i still havent received it. I have raised this with them where ive heard no response. On the home screen on the website it says "send money in seconds" Ok well its not exactly sending money anywhere other than Paypals own bank for no reason!!!

Don't bother with Paypal.

Paypal is just like one of this make money online scams..The company is just ripping people off and making money with them..I wish the government can bring them under scrutiny like they do to facebook, apple and google. You can't just rely on PayPal for your business..All my sales are currently on hold out of the blue, every one of them...we have been going back and forth with crazy documentations even after letting them know this is digital download and provided the download tracking. I can't wait to find a true merchant account and be free from this nonsense.

Don't thinkg you are private with them. With any money you send, transfer or receive, your very private info is published with it (name, surname, address, etc) !!!

Don't rely on their customer support, it's ridiculous.

Got scammed and didn't receive digital goods, I'm having to wait a month before I get an outcome for a refund even though the evidence is clear.

Paypal gets a lot of complaints and I'm sure that they make mistakes but after 10 years with them, I really am quite pleased. They are the best bank/financial institution I've ever been a customer of...

Their fees seem reasonable to me. They've never charged me an egregious overdraft fee.
International ATM fees. Paypal is ideal for digital nomad travelers like me because they charge little to no fees for ATM withdrawals in foreign countries. I've had a few bank accounts that charged egregious fees for ATM withdrawals out of country.
Fraud protection. In the past 10 years, I had one incidence of credit card fraud. I used my card to pay in a shop, they copied my card and withdrew all my money from an ATM in Thailand. Paypal handled the issue promptly and professionally. They replaced the money and shipped me a new card.
Their customers service is pretty good. I'm almost always able to talk to someone helpful within about 15 minutes.

Paypal is one of the pioneer companies in payment gateways. It is sad to see how the focus of business has lost. They do not understand that new digital business trends are based on customer satisfaction and not on technological limitations. Useless security department that creates obstacles instead of solutions.

I had a complaint with a supplier of a digital download PayPal were pretty much useless.

When I tried to use there resolution service PayPal never responded and even after a follow up communication i had no response.

I will never use this company again

Someone hacked onto my account,- despite having a 2 way verification they were able to use it.
6/14/2019 when I found out my Paypal has been hacked. There were 12 transaction made,all-in-all, with the amount of 1333NZD. The transactions were a conversion of Czech koruna and Polish złoty. I sent a dispute onto their website and to my surprise they replied just after an hour of the dispute. Saying that "We have reviewed this transaction(s) and are denying your claim(s). This decision was made because this transaction was not unauthorized.". I decided to call them in, waiting for at least 30 mins on the line, I spoke to two of the agents in the billing department and was told that they cant do anything about it because "IT WAS CLEAR ON THEIR SYSTEM, IT IS A VALID TRANSACTION AND IT FOLLOWS MY BUYING ROUTINE." The last time I used my account was on March, and I only use it for buying books and donating.

Garbage service, took my money and didn't send me or the seller and completed transaction email so the automated service for buying a digital code didn't work.

I am currently on my phone waiting to speak to the Disputes Dept. I have been waiting 15 minutes. Prior to that I have been in a digital circle unable to get service online or by phone. Your customer service is appalling
