Good customer support
Giving them 4 stars, although they froze my account for 180 days with 5k funds on there. At least their customer support is good.
Also they support intangibles like digital content in their seller protection. Helped us a lot.
Will continue with PayPal, but be careful never have lots of funds as they can close your account without reason (it's in their user agreement).
Shambolic, CRIMINAL company.
As others have said, you are the most useless, diabolical, shambolic joke of a company and you ought to be really damn ashamed of yourselves.
So here's what happened, as I am a level designer, particularly for games that run the Source engine, I was contacted by this French individual who calls himself "Dylan" or "Tyrus" or "Jules", who is using multiple aliases to attempt to persuade individuals to do work for him.
I did 2 weeks of work in my free time for this waste of flesh, and he went along with it perfectly fine, saying everything is great, perfect, fantastic etc. So now in my mind I'm assuming this is a happy customer, and that I've carried out and finished all of the work I was assigned to do (Which I did). Now this was being done for a very small amount of money.. I never asked for any upfront payments, I did exactly as he asked, which was move certain assets around and construct some connection tunnels to the various other parts of the level. I even fixed a bunch of issues I was not meant to fix, as a sign of good will.
So now it comes down to him testing the file, which was packed using a special program designed to compress all of the materials, brushes, soundscapes, models, triggers and so forth. So there was no, absolutely no possible way this item could have been "broken".
I even witnessed him testing it through remote broadcast after I had tested it myself over 100 times and he proceeded to say he was very happy with the work and also the 50 players on the server were happy and grateful for the work.
I then find out he has not been online for over 7 days, so I decided to check my Paypal. I then found out I had a negative balance, which means this horrible, scamming individual has put a chargeback on my money because it was "missing/broken/not working/not as described"
The rage that came over me was unfathomable, the fact that I had done all of this work for nothing made me feel like a ticking time bomb. The fact that I had sent a perfectly operational digital product, and then to have everything I've worked for taken away by a terrible company who believes the buyer on a whim.
I could not even process my order to say it was sent to the buyer because this junk website keeps bringing up its one liner "We're experiencing technical difficulties" that message was showing for days on end and they are so bloody lucky I never rang customer support about this because they'd have one of the most abusive truthful calls they've ever gotten.
Paypal is committing criminal offences by holding people's money indefinitely for no reason, and they also work in the criminals' favour. Because you are pathetic, you are a useless, crap company, and I hope the CEO is reading this because you need to be hung strung and quartered.

PAYPAL DOES NOT DESERVE THEIR USERS
I made a sale on a legit peer-to-peer website for digital goods. PP does say that it doesn't cover digital goods but says nothing about not using that particular website with them.
The buyer had 500 positive reviews, confirmed email and verified ID on the website in question, so, although PP doesn't cover digital goods, I thought the buyer had to be legit. Unfortunately it turned out to be a scammer and used somebody else's email and PP account to make the payment.
The real owner of the PP account than claimed the Tx was not authorized. Fine. Why should I pay for somebody's else lack of security diligence with their account details?
PP not only used my money to refund the Tx but claimed they saw a frequent transfer of funds (2....I say TWO in a month) and they found a potential risk associated with my account. Hence, eventually they've decided to ban me!
It's bad enough being the victim of scam. You even ban me?
I have been with then for over 13yrs.
UPDATE: After one month and complains, PP have reinstated my account. For that I've given them one more star. Everything else remain.
Hell for sellers
Sold item on ebay for 13usd. The account turned out to be stolen. Had to refund. Lost the product. Lost the money. And now they want to charge me a fee of 20usd.....which is even more than what I refunded!
I dont have any words for this.
Avoid at all costs if you are a seller.
If you are a buyer, a hacker or a stupid phishing victim - then this is the heaven for you.
Now that i think of it, nothing can stop you even from faking a stolen account. You can login from a friend's computer, buy some digital goods, some fast shipping ones, some online services. Receive them. Then say that your account was stolen - and they will refund you and you will get to keep all the goods too.
Terrible company. Just terrible. They were decent once...but not anymore. No surprise that ebay are discontinuing the deal with them.

Paypal teamed up with Ebay to steal my product + the money from it's sale.
To keep it short, I lost about 700 USD because of Ebay.
I have sold didigtal products on ebay. Then magically all of the report a problem on paypal. I managed to move 700/1500USD to my bank account before paypal blokes me and after a month decides to refund the buyers.
Apparently ebay accounts have been hacked, still linked to their paypal, so hackers bought my digital products, then paypal sides with them, so i lost my product, and have to give the money from the sell back. SCAM. Paypal is a middle man, it canno't have the power to steal money / product from people. I am never selling on ebay ever again and never using paypal.
I now work locally with apps such as OfferUp and never had an issue.
Good but not enough good method
Is my best method paying products/services online but i can vote only 2-3 stars because there were cases were i received a digital product with bugs and they didn't return back my money, showing weakness to protect you from some fraud digital products. Also etoro send me $150,49 and paypal show me 127,05 euro, this means EURUSD rate = 1,1845 when the currency rate of EURUSD today is 1,15 ! You can think that is the fees for trasfering the money in my bank card but i have already paid 2 euro fees for the procedure.
No protection for sellers of digital products
No protection for sellers that sell digital goods. I was cheated out of my £20 product and then I was charged £14 chargeback fee. I will never use it for selling again.
Get your act together PayPal
I’ve been using PayPal as a means to buy things for a while and no problem. But last week someone tried to transfer money to me and a week later the money still hadn’t turned up, and the PayPal support team just kept coming up with excuses / lies and contradicting themselves. First I hadn’t verified my account, then I didn’t have the right limits, then the currency wasn’t setup for my account, then it was back one of the prior excuses, and finally they said I myself had rejected the payment. Totally untrue. So I had to go back to the other party to ask them to make the payment again, which turned up but with a $51 charge by PayPal that they haven’t yet explained, plus I’ve tried to withdraw the money from PayPal to my bank and it’s just sitting there pending for 24 hours now. Honestly it was quicker using my children’s post office account book in the 1970’s, this is supposed to be a digital service and it’s a nightmare - I’ve waited 9 days now and still no money in my bank. I can’t see why I would use PayPal again for anything other than tiny transactions online. Get your act together PayPal.

A totally dishonest company that limits your account constantly and blocks your own funds for small illogical reasons like their website is not working.
The overall experience is horrendous. The website NEVER works and is impossible to use, but customer service takes the CAKE.
Uenempowered and totally incapable of resolving any situation, emails only get automated responses and they insist I should reply to automated emails. Staff on the phone are totally useless and they can't even find your account.
It is a loop that ends nowhere, except that they keep/steal the money in your account. Simply the worst digital product in history.
PayPal Limited my Account and Stole MY Money for non-existent Transaction(s)

To briefly state my legal points:
Paypal is operating as a financial institution with power of seizure, without legal authority to do so.
Paypal is committing felony fraud (possible laundering activities going on as as well, since it seems to be widespread and ongoing), but just my own money is $4,746.90
Paypal is refusing to release funds, not belonging to themselves, which is called grand theft.
I have been a PayPal account holder for more than 10 years and never had any major issues nor violated any policies in the past. Recently (10/8/2017) I received an email from PayPal support that one of my newly added listings is violating "PayPal's Acceptable Use Policy" and that my account has been permanently limited without an option of appeal. In addition to that, under my PayPal account, they have posted and immediately closed a case where they stated:
"Oct 8, 2017: When you signed up for your PayPal account, you agreed to our user Agreement and Acceptable Use Policy. Because some of your recent transactions violated this policy, we've had to permanently limit your account.
Please remove any references to PayPal from your website
you'll be able to withdraw any money in your account 180 days after your last transaction. We'll email you when it's ready to be withdrawn
(Your case ID for this reason is PP-006-227-902-783"
In addition to that, PayPal stated:
"
Under the PayPal Acceptable Use Policy, PayPal may not be used to send or
receive payments for items that infringe or violate any copyright,
trademark, right of publicity or privacy, or any other proprietary right
under the laws of any jurisdiction.
This includes transactions for any device or technological measure that
descrambles a scrambled work, decrypts an encrypted work or otherwise
avoids, bypasses, removes, deactivates or impairs a technological measure
without the authority of the copyright owner.
This also includes transactions (WE HAD 0 TRANSACTIONS FOR THIS LISTING, 0!) for devices that allow domestic video game

game enhancers, boot disks, software packages that remove protections from
DVDs, HD DVDs and Blu-Ray DVDs and allow the user to copy the protected
information into other formats, and card sharing services, which is a
method of allowing multiple digital television receivers to access
subscription television services with only one paid subscription card.

While I completely disagree on PayPal's accusations that my company violated any of their policies, especially trademark/copyright policies, PayPal is basically claiming that my company violated their user agreements based on the Transactions which NEVER happened. The listing based on which they have limited my account never had a single sale or transaction, it was added 4-5 days before they blocked the account, which contradicts their statement.
While I no longer want to be any part of PayPal, they are forcefully holding onto my money without allowing me to withdraw it, in the amount of: $4,746.90 (screenshot is attached "unable-to-withdraw-our-money.jpg") for at least 180 days, which is absolutely unacceptable and is a criminal action against me. This is disregarding the fact that I currently have 2 eBay stores completely on halt, because of this, which I am now considering closing down as eBay is like a PayPal in a mirror.
Now, as for the listing, which they used to steal my money, based on PayPal's side: I am breaking some sort of their rules/trademark violations. The listing (which is already removed) contained a system, built on Raspberry Pi 3, with 2 pre-installed operating systems: Lakka and Raspbian, which are both under GNU General Public License , allows "The terms and conditions of the GPL must be made available to anybody receiving a copy of the work that has a GPL applied to it ("the licensee"). Any licensee who adheres to the terms and conditions is given permission to modify the work, as well as to copy and redistribute the work or any derivative version.". The unit is enclosed within a similar to classic NES (Nintendo Entertainment System) casing, which is freely sold on eBay and everywhere else, without any NES labels and such. In addition, several peripherals are included with the system, which are simply purchased and re-sold.
Now, if PayPal would let me know that such listing does not comply with their policy - I would happily remove the listing and go on, however, with PayPal completely locking down my account and basically stealing my money - I want nothing to do with such a horrible and criminal company and withdraw my money immediately!
I tried calling PayPal couple of times, which usually ends with extensively long hold times/call rops and when i finally able able to talk to someone - they have no information to provide or anything they could help with the matter. The only thing they would suggest is to email aup at paypal and that they will create a ticket in "that" department. So far I have not heard nothing, am very concerned about MY money!
In addition to that, it is a shame, that this so called "company" is getting away with ripping so many people off. Therefore, I am asking for any help possible to push on PayPal to stop practicing such criminal activities and give their customer's money back!

9 days for a refund to appear in my account, yet money taken out of my account in 3 days!! PayPal bullsh*that they use their money to pay for your goods! They earn millions in interest just by holding on to our money - disgrace
Great service, great company.
Customer support is straight to the point and they are more than willing to often give people full refunds as gestures of good will which is more than I can say for other companies such as Valve.
They do have a tendency however, to keep accepting sellers that are sometimes complete frauds and won't stop this, regardless of how much evidence is reported against these sellers.
Their policies regarding digital goods also leave much to be desired but It's still the best payment protection one can get on the web.
Don't ever sell digital product on eBay
Only 15 trying to make some money and I get scammed (great surprise) and they basically all charge back costing me somewhere in the region of 1000 quid and that my life down the drain at least 'till i've worked it back. People with multiple disputes against them will many other sellers saying they are frauds and I still loose the dispute.

Chargeback
I sold an item on ebay, then sent the item to the buyer. It was digital so I sent it straight away. 24 hours later, I receive an email that the buyer hadn't authorised the payment, and a chargeback is put against me. As I lost control of the item I was unable to refund, so therefore I tell paypal this. However, due to the fact that the item was digital the chargeback is enforced along with a 14.00 fee for a 16.00 item. All in all I lost 30.00, didn't reclaim the item and the buyer got his money back. I fail to see how this incident was my fault as I was just selling an item, but nevertheless I was charged for the item and given a ridiculous 14.00 fee on top of this
NEVER sell with PayPal!
I owned a PayPal account and used it for buying and selling items on eBay. I hadn’t engaged in any restricted activity and had received a volume of positive feedback on eBay.
TL;DR
PAYPAL WILL LIMIT YOUR ACCOUNT FOR NO REASON AND WILL HOLD YOUR MONEY FOR 180 DAYS. NEVER KEEP MONEY IN YOUR PAYPAL ACCOUNT. TRANSFER IT ELSEWHERE.
PayPal has just closed the account for absolutely no reason and is holding my funds for 180 days, without even requiring information about any of my transactions as stated in their original reason for limiting my account.
Adding insult to injury PayPal’s email stated, “We are making every effort to minimise any disruption to your business.” However they have crippled my business and their unhelpful customer service employees refuse to provide a reason. In fact, one of them hung up on me.
I have also been victim of the notorious PayPal chargeback scam. A lot of people know they can purchase a digital item and then simply file an “unauthorised transaction claim” at PayPal to have 100% chance to get their money back. I have suffered countless charge backs of this type and PayPal facilitated their crime. The practice is extremely common and there is a mountain of horror stories about this on the internet.
PayPal’s despicable practices must be subjected to thorough investigation and possible suspension of services in the UK.
Paypal Chargeback Scammed Totalling $1009.90 AUD
I been scammed totally $1009.40 AUD by an ebay member customer Hao-Au1 by selling Digital Item Product Key, Paypal refused to help me and ruled in his favour and I had lost $1009.40 Warning do not sell any digital product good, no seller protection to seller.
Terrible for sellers, good for buyers
I have used eBay and PayPal for numerous years. Paypal and eBay have been great - especially if you buy. I always got my money back when I never received my item... This is a different story if you sell.
I have sold a lot through eBay and majority of the time I have no problems. Ever since they split however PayPal has begun taking more fees. I though nothing of it because I was getting enough money from my selling anyway. Then in this past weeks I have been scammed by multiple buyers. They have bought DIGITAL keys from me and eBay told me I have their backing if anything goes wrong. Nothing went wrong until someone with 100+ 100% positive feedback bought off me and the next day asked for his money back. I told eBay, they said that it's all fine and the case will end in my favor as I did nothing wrong. I gave PayPal the information - no reply.
Days later, 6 sales of CD Keys, I send them instantly, one opens a case through PayPal and not through eBay just like the other guy. I phone PayPal now and they close the old case in the other guys favor but ignore this one - they say that they will not support me as they do not support digital items but only physical. I gave them print screened proof of me sending the item but they ignored it and told me to tell eBay.
eBay told me to go to PayPal and offer me a £25.00 voucher, a few pounds short of what the item actually sold for.
In short... eBay and PayPal split for better profits, PayPal have become money hungry and ignore your claims while eBay is still the same as before but cannot access PayPal things so can't do much.
Terrible service which you pay random amounts for
I used to get my PayPal funds sent to my bank in a matter of seconds... But now they hold it for 72 hours...! 3 days to process a digital transaction? I really do not think so... Good luck getting any help from the customer "service" section as well.. Total and utter BS

i have had a terrible experience with paypal ,my son traded on steam and accepted payment through paypal , the buyer then claimed the payment back - although paypal now protects buyers of digital goods it does not protect the seller so my son has lost out , even though we provided evidence that the item was now in the buyers account. i have received one automated response after another to my emails, i sent a formal complaint and received yet another automated response, i am beginning to wonder if there are any actual humans working for this company . i have dealt with them for many years - as an ebay seller , i have little choice but unfortunately as their buyer protection has improved, the level of seller protection has deteriorated , very disappointed
