Paypal refused to pay me 5 euro's which a customer had paid me for a digital product via Paypal. Paypal first wanted me to send proof to them that I had delivered a service to my customer. How ridiculous, who do they think they are? I will be closing my account asap (which I cannot do myself unfortunately, this has to go via their useless support centre).

I was a loyal subject. I paid my tribute willingly, a premium for the Emperor's promised peace of mind. When a wicked courier named GLS declared my parcel "delivered" to an invisible doorstep, I rushed to the palace bearing proof. CCTV timestamps. Empty corridors. Evidence that the courier's tale was threadbare, transparent, a naked lie.
The Emperor's courtiers gathered round. They inspected my evidence with grave faces, nodding sagely. Then they produced their own garment: a single screenshot of AliExpress tracking, repeating GLS's fiction. "Sufficient," they declared, and the crowd of algorithms applauded. My case closed in forty-eight hours. No appeal. No human eye to see what was truly there.
"But the Emperor has no protection," I cried, like the child in the old story. Yet the procession continued, the templates rolled out, the "dedicated representatives" remained invisible as the Emperor's finest clothes.
I have since withdrawn from this kingdom, deactivated my allegiance, and found refuge with the Credit Card Knights, where chargebacks are real and justice wears no disguise. PayPal may continue his parade. The rest of us see clearly now.

PayPal does not work fully in Saudi Arabia or Qatar. And it seems you have no desire to compete or negotiate with the central banks in each country — not SAMA in Saudi Arabia, not Qatar Central Bank, not anyone else. This is deliberate negligence with no justification.
This is not a technical glitch. This is a deliberate decision by PayPal to ignore one of the world’s largest economies.
Saudi Arabia’s GDP exceeds $1.1 trillion. Vision 2030 is transforming the digital economy at full speed. Millions of entrepreneurs, freelancers, business owners, and merchants — from every nationality, race, religion, color, and background — are ready. But PayPal is not.
The most insulting part? PayPal works fully in UAE, Kuwait, Bahrain, and Oman — same region, same culture, same neighborhood. So the excuse of “local regulations” doesn’t hold. You simply chose not to negotiate seriously with the central banks in those countries.
Egypt and Jordan face the same neglect — no local bank linking, no full withdrawal rights. The entire Arab world is treated as a second-tier market while Europe and America enjoy full service.

"Buyer Protection" is a myth. They side with digital scammers.
I trusted PayPal's "Buyer Protection," but it's completely useless for digital goods. I bought a 1-year software license (on G2A). After a few months, the key was revoked by the software manufacturer because it was illegitimately generated by the seller.
I opened a claim providing undeniable proof: screenshots of the locked software, the revoked license, and evidence that the marketplace even blocked my access to the order. PayPal's response? They automatically closed the case in favor of the scammer, stating that the "item was delivered."
PayPal completely ignored my evidence and the fact that the product was "Significantly Not As Described." They effectively protect sellers who peddle fraudulent, temporary keys. If you buy digital goods, be warned: PayPal will not protect you. Terrible customer service.

A Billing Agreement Is Not the Same as Informed Consent
This review concerns PayPal’s handling of recurring subscription disputes.
Two consecutive payments of £49.90 were processed by a third-party merchant under a PayPal billing agreement. I did not knowingly subscribe to the service, did not access or use it, and did not receive renewal notifications prior to either charge.
PayPal declined both disputes on the basis that the transactions were “processed correctly.”
However, under UK consumer protection principles, the existence of a billing mandate is not, in itself, conclusive evidence of informed consent to a recurring financial commitment. Clear pre-contract disclosure of pricing, transparency of renewal terms, and appropriate notification prior to subsequent charges are fundamental elements of fair subscription practice.
In situations involving recurring digital services, a substantive review should reasonably consider:
Whether the recurring £49.90 charge was prominently and transparently disclosed prior to authorisation.
Whether renewal reminders were issued before each billing cycle.
Whether there is evidence of account creation or actual service use.
Whether the consent mechanism met standards of fairness and clarity expected under UK consumer law.
A payment being technically “processed correctly” does not resolve these questions.
Payment platforms play a central role in the digital subscription economy. With that role comes a responsibility to ensure that automation does not override fairness, particularly where a consumer disputes knowledge of subscription and reports non-use.
I am now pursuing PayPal’s formal complaints procedure and will escalate to the Financial Ombudsman Service (UK) if required.
This is not solely about the monetary value. It is about whether consumer protection is assessed substantively or merely procedurally.

Do not ever start an account with this if you want to start a digital service business especially something related to SaaS. This is a complete scam of a company and will freeze your accounts over your early disputes (which are common in SaaS) and say they cannot work with you any longer despite taking hefty fees. Complete waste of time and energy. Not recommended. If anything I would give this negative stars.
PayPal Support Tries to Help but it's IT system is Crashing Hard
In my opinion PayPal stock is crashing for underlying reasons which tell me to avoid the company and it's stock entirely. I am in fact cancelling my PayPal account, because in my direct experience they can not be trusted to manage financial transactions correctly. Their IT system has either database corruption issues or database pointer offset/sync problems.
As a retired 40 year veteran software developer and digital electronics designer, I have interacted with countless tech support departments - Paypal support if you can find a phone number, is located in India and is among the worst I have every had to interact with. Not that the support people are awful folks, but their efforts are the labors of Sisyphus. The PayPal system has data corruption symptoms that are overloading their support department.
PayPal's IT backend seems to me to be in a downward death spiral. My PayPal account which I have had since the early 2000's started displaying random, false billing ID's in my Google Autopay tab totaling $3k+, none of which appeared on my credit card statement. These false entries were listed along with perfectly valid charges. When I contacted PayPal support (in India) and explained the issue in detail, they wanted to help me resolve it, but had absolutely no clue as to what should be done and insisted on performing tasks that would accomplish nothing positive and eventually against my expressed instructions, cancelled the Google autopay entry entirely. Three different levels of PayPal support were unable to understand, nor solve any part of my account's issues. It seems there are many customers with similar mysterious database problems such as the ones I have seen myself. And many of those individuals eventually decided to close out their PayPal account as I have.
PayPal seems to have lost the ability to manage customer's money correctly. That is a fatal flaw for a financial services company and the stock seems to be signalling this growing reality.
Seller Protection
I’ve used PayPal for years, but this experience fundamentally changed my trust in their buyer protection.
I was charged for a recurring digital service that I never downloaded, installed, accessed, or used. I raised a dispute explaining this clearly and challenged the assumption that “delivery” alone constitutes use or consent for a digital product.
PayPal closed the dispute permanently, citing a “valid document” provided by the seller, without disclosing what that document was or demonstrating any evidence of actual use (such as access logs, timestamps, or verification). My central point — that the service was never accessed or used — was not addressed.
In practice, the process felt closer to seller protection than buyer protection, as seller-provided confirmation was accepted without transparent evidence of actual use.
What disappointed me most was not the financial outcome, but the lack of transparency and critical review. I won’t be pursuing this further, but I will certainly take this experience into account when deciding how and when to use PayPal in the future.
Bank solved what PayPal didn’t
I used PayPal expecting buyer protection for a digital purchase.
The product delivered was non-functional and could not be activated.
Despite providing clear evidence, PayPal closed my dispute twice automatically, stating the transaction was not eligible for buyer protection.
The issue was eventually resolved only because my bank intervened and refunded the charge. PayPal did not.
PayPal is still useful for payments, but its buyer protection for digital goods is unreliable and should not be trusted blindly.

I was sent an E-Cheque internationally from friends and family. It said pending I checked the account every day for my payment to clear for 5 days, during which it promised to clear the money on two separate occasions, but it was never cleared. I contacted customer service through my account and they gave me another clearing date which is 12 days later and not reflected on my account which says it will be cleared the following day. The customer service you cannot speak to anyone yet they claim they are connecting you to someone other than AI. They blatantly lie in digital form for all to see, as I have screenshots of every conversation and the status of the payment. I have used them since 2016, and they received a lot of my business and transactions for all those years. I would not recommend this company for online transactions. And their monopoly needs to end. -0 star review. When you cant speak to a human or the transactions are slower than an offline bank they are not fit for purpose
Paypal banned me
I have been a PayPal user for over 15 years and have always used my account in good faith, in accordance with PayPal’s User Agreement and policies. I was genuinely surprised to receive notice that my account was permanently deactivated due to “unusual activity,” as I have never engaged in fraudulent, prohibited, or deceptive transactions.
My account activity has consisted of receiving legitimate payments related to online commerce and digital platforms. All funds were earned through lawful means, and I have never had disputes, chargebacks, or unresolved claims associated with my account.

Much the same as the other reviews. I was scammed by a company who sold digital downloads but never delivered the product to which they admitted and promised a refund. It did not appear and so I opened a case with PayPal, but they sided with the seller. I guess this because they fear losing the business. Anyway, account closed.
Disappointing dispute resolution
I’ve been using PayPal for years, but my recent experience with their dispute system was very disappointing. I opened a dispute after being charged by an online CV maker website that was misleading about its pricing and subscription. Despite providing explanations and evidence, the dispute was decided against me.
What’s frustrating is that these types of websites are well-known for unclear terms and aggressive billing practices, yet PayPal still sided with the merchant. As a buyer, you expect PayPal to offer real protection, especially in cases involving digital services with questionable transparency.
This experience seriously reduced my trust in PayPal’s buyer protection. I expected a more thorough and fair review of the case.

Recently had a payment dispute with an online vendor (G2A). I purchased digital goods (a game with a key download). It didnt work - it had already been used. Reported this to G2A and had no response, the seller didnt reply. I raised a case with PayPal, provided multiple screenshots and evidence of the key not working. G2A gave an automated reply to the case providing no evidence, so I escalated it. PayPal have closed the case in the sellers favour, citing I received the goods. PayPal nor G2A have given me any infomation about how they came to this understanding despite me giving significant proof otherwise.
How PayPal came to that conclusion I dont know. I use(d) paypal for a lot of monthly subscriptions, but after this fiasco they are clearly unreliable and choose to favour illegitimate and illegal business practices instead of consumers. Avoid PayPal - they are a shell of what they used to be and will not support you in getting your money back if you're scammed/missold.

I have been with PayPal for many years now I always thought I was safely protected by using them , but in a recent transaction I bought by paying with PayPal I would be protected I went ahead with purchase the seller then wanted bank card details I could see no reason why as I had paid by PayPal so I refused, the seller cjs cd keys never fulfilled there order so I asked them for a refund they refused , I turned to PayPal for help they found in the company’s favour because they said they had provided the service I paid for they haven’t , I tried several times to get the digital key but each time they wanted bank card details , Why when I ve paid , PayPal offered me as a valued customer £15 voucher towards my loss which I accepted I have still lost £7.99 So my view is don’t trust PayPal
to help you when you need it the company who I bought off when I look at reviews are awash with the same complaints as mine I conclude that PayPal earn more from them than they do from me so that’s what’s priority to them

Terrible Company
I had a dispute with PayPal as I lost access to a digital purchase through no fault of my own. PayPal refused it, and then sent a call to me. The employee PROMISED it would be refunded and it didn't get refunded! The company does not care about customers.
