PayPal Sided with Scammers - Lost Money, No Support
I paid $154 for a digital service through PayPal (VPS servers from a hosting company). The seller never delivered the product. After two weeks of waiting, I opened a dispute. PayPal closed it in favor of the seller with a generic template response and refused to allow further communication or appeal.
PayPal charges high commissions, yet they do not protect buyers and even block any way to contact their support. My money was stolen and PayPal did absolutely nothing to help or investigate.
Warning: If you value your purchase safety, avoid PayPal. You might end up without your item and without your money, while scammers stay protected.
If PayPal has also denied you fair resolution, don't give up. Contact your bank and file a chargeback. Most banks will reverse the transaction if PayPal refuses to protect you. This is your real protection - not PayPal.
Extremely Poor Protection & Ignored Evidence — Lost All Trust in PayPal
I’ve been a PayPal user for years, but my recent experience has completely destroyed my confidence in their service. An unauthorized transaction appeared on my account for a digital item from a merchant I have never used and have no account with. I reported it immediately, removed all payment methods, and told PayPal clearly that it was not my purchase.
Despite this, PayPal ignored my messages, refused to treat the payment as unauthorized, and even sent incorrect automated emails claiming they had charged a “backup credit card” that I do not have. I had removed every funding source from my account, yet PayPal still processed the transaction and forced money out of my bank card.
Their customer service gave contradictory information, closed my case without explanation, and refused to provide any meaningful support. The merchant also refused to help, and PayPal still sided with them without sharing any proof that I supposedly received anything.
In the end, I had to open a dispute with my bank because PayPal failed to protect me, failed to investigate properly, and failed to stop an unauthorized charge — even after I warned them.
PayPal’s Buyer Protection is unreliable, their system messages are inaccurate, and their support feels automated and dismissive. I expected security and trust. Instead, I got stress, lost money, and total disregard for my concerns.
Extremely disappointing service. I will avoid using PayPal whenever possible from now on.

PayPal buyer protection doesn't exist anymore, instead you get a pointless AI Bot that doesn't work. After 3 weeks PayPal can only determine that I was emailed a digital product, a point I never disputed. The dispute was it was mis-sold as being a UK product and it wasn't at all. PayPal ignored all my evidence and sided with the seller and my recourse was to take them to small claims.
I've used PayPal for years prior to this and now I'll be closing my account.

⚠️ PayPal: Nonexistent buyer protection and terrible customer service – over €80 lost
In April 2024, I returned a product purchased on AliExpress, on time, in perfect condition, with proof of receipt from the seller.
Yet PayPal only refunded €40 out of the €86 owed, citing a completely unjustified “excess.”
The first representative assured me that the remaining refund would follow — it never did.
Every call is a nightmare: a confusing, endless menu, difficult to navigate, 20–30 minutes of waiting, representatives put me on hold unnecessarily, mix up files, and talk about digital products unrelated to my case, with no effort or willingness to help.
During my last call, the representative literally said:
“We are a bank. Your case is not covered by buyer protection. You need to go through the legal system.”
She then hung up halfway through the conversation, without trying to help.
I also explained that on the seller’s side, I always reach bots who provide no real solution, and PayPal does nothing about it.
Result: €46 lost on this case, despite a fully compliant and documented return.
This is not an isolated case: in a previous dispute for a defective product (€36 lost), PayPal demanded proof of return, even though no label or instructions were provided.
The dispute was closed in favor of the seller, without any refund.
➡️ Total loss: over €80, endless calls, confused files, bots, and ineffective representatives — no real buyer protection at all.
PayPal presents itself as a trustworthy service, but in reality, buyers are left alone, facing mistakes and bad faith.
I trusted PayPal for years — now that trust is gone. Avoid this service at all costs.

The worst company in the digital money transferring industry is called PAYPAL. Including all non-sense verifications they just getting worst with crypto. I buy through their platform and i have 1 week I am not able to use them or transfer to my trading account. (as crypto transferring is almost instant and usable)

Terrible company, sold digital goods to a consumer who used the goods and then claimed a full refund, I declined the refund as the product being digital, couldn’t be returned, PayPal then escalated this to a debt collector over a £25 digital product, terrible for sellers, would stay far away, the likes of bank transfers and any other payment option would be much safer to use

Title: PayPal failed to protect buyer and ignored EU consumer law
I submitted a dispute after purchasing a digital service from no.diet. I canceled the order within minutes and requested a refund, clearly stating that I had not used the service at all.
The seller refused, even though EU consumer law (Directive 2011/83/EU) gives every customer the right to cancel within 14 days if the service hasn’t been used.
PayPal denied my claim without considering the legal facts. They stated that the service was “delivered” even though it was never accessed. I explained the issue again during the appeal, with legal references – and was still ignored.
This shows that PayPal does not protect the buyer in digital transactions, especially when sellers hide behind internal “non-refundable” policies that contradict consumer protection law.
Very disappointing. I no longer trust PayPal as a safe platform for digital purchases.
Buyer Protection is a Scam.
I purchased a Pro subscription via the Chatbot app, paid using PayPal, but never received access to the service. The app shows my plan is still Free, and it states “No subscriptions to restore” when I try to recover access. I contacted both the app provider and PayPal, but PayPal denied my refund even though I never received the service I paid for.
This directly violates PayPal’s Buyer Protection which covers “items or services not received.” I’m shocked that PayPal is siding with the seller despite clear evidence, including screenshots. This sets a dangerous precedent for digital scams being allowed on their platform.
Appnebula fake astrology app stole my money via email click
I honestly don`t know how this is still allowed to happen in 2025. I ended up on astrology site - nebula.co, after seeing something about starseed origins and astrology. Looked fun and harmless. I paid for access to what was marketed as an Android app. They specifically said I`d receive access via app in Google Play, and I even saw processed - nothing. no download. No app. I searched the manually. Nothing even remotely similar shows up. I thought maybe I was just missing something, so I clicked the support email on the payment page. Within seconds, I got an alert from my bank: another $50 charge. no confirmation, no prompt, nothing
I submitted a case with all evidence, and no help. This is organized digital theft, and it`s happening in plain sight
PayPal Enabled a Scam, Then Covered It Up
I hired a developer who promised to deliver full source code for multiple software tools. Instead, he delivered incomplete, compiled files (DLLs, IPA, etc.) — totally unusable without the code.
I submitted clear proof:
-Screenshots of him saying “I’ll send the source code”
-Him changing his mind after payment
-Over $900 I spent hiring professionals to rebuild what was missing
-Even Upwork ruled he should refund me in a related job
PayPal denied everything. I was told I could dispute a related iOS transaction — followed instructions — and they closed it immediately for being over 30 days old. Then they gave me a $100 “goodwill” payment and said they’d do nothing else.
They protect scammers, ignore evidence, and auto-close cases based on loopholes.

I got scammed by one of those elaborate international scam companies; after the tiniest bit of diligence is turned out their listed address was a rented mailbox in a shared office, the listed phone number was a temporary one, and there were a dozen similar "companies" with essentially the same slightly reskinned Wordpress site claiming to be based in different countries selling similar services, SSL certificates all issued to the same organization based in Bangalore. All staff were Indian and operated on Indian hours (they were claiming to be based in London in licensed in the UK). All of their "accreditations" and "certifications" were fake except for one that was just grossly exaggerated. Of course the (digital) product was completely fake as well and had quantifiable differences from the representation.
Of course they only accepted payment through Paypal, a red flag which for some reason I ignored. I opened a dispute and put a significant amount of energy gathering evidence that the company was not at all who they claimed to be, including all of the above information and written communications with the organizations they claimed to be associated with, most of which were happy to say they had no connection with this company and that their names and logos were being used without permission.
The "accreditations" disappeared from the company's website within a few days since they obviously were claiming connections with serious professional organizations with legal teams. So everything was in order, except for one thing; the Paypal dispute. I provided mountains of evidence, the seller claimed "racism" in defense. Paypal's "back office" were all Indian as well, so I spent a month getting trolled, giving me the runaround, giving me information that is easily verified as false, claiming messages were sent that were not sent. In the end they seem to have accepted the seller's "racism" defense but were not willing to give the actual reason why they repeatedly ruled in favor of the seller. They also would not let me close my account, and every time I tried I got sent to the "unknown error has occured page" and their CS were trolling me about that, too.
In the end I had to go through my bank, which was not a fast process either but I got my money bank and mysteriously was able to close my nearly 15 year old Paypal account.
Don't use this company; they suck, are racist, and either don't put any effort whatsoever into investigating despites or happily collaborate with their scammer friends back home. Not sure which one it is but both are unacceptable. You have to link it with your bank anyways there's no point other than convenicence and the convenience comes at a cost.
A Ransome Scam Company and Elder abusers.
I received a donation from a friend for a tiny amount of PHP266 and now they say my account is on hold for 60 days to check if i'm a scammer or not and can't get the money until I receive another 10 payments and they total about PHP11,000 which is impossible by only selling digital music for PHP36, be lucky to make a few hundred. Their is nowhere on their site that l can see to contact them only automated answers to irrelevant stuff. This is not only a ransome scam, it is also elder abuse under the Philippines Constitution and is 15 years jail and I have no option but to report them to the police as my duty to the Philippines public and have them banned from operating in the Philippines, if they keep this scam up and keep scamming people like this, by holding people's money to make bank interest for themselves for no valid legal reason other than their own self interests and accusing everyone of being a criminal without proof, when they are the criminal organization.
Buyer Protection is a Joke
I ordered a PS5 on different site at checkout I used PayPal but when order processed it showed payment went to Offgamers which is not who I was ordering from. After placing the order I received suspicious email asking for personal information and copy of Drivers License. When I refused they claimed to cancel order and issue refund. I immediately reported it to PayPal. Somehow when order processed through Offgamers it was for someone else and digital product. I was not aware of this until two weeks later when PayPal refused to issue refund stating Offgamers provided proof of delivery but it was not to my email address. Offgamers refuses to provide me with any details of the order such as name, address, phone number, email address, or what was even supposedly ordered and delivered. Despite having nothing other than fact my IP address placed order which I did but not with Offgamers PayPal continues to give me the runaround as does Offgamers. PayPal claims Offgamers provided proof of delivery but also confirmed the email address provided is not my email. Offgamers states that for privacy reasons they won’t provide me with details of order despite the fact I was charged for it.
I continue to appeal to PayPal for a refund as I never ordered from or received anything from Offgamers and they refuse to even provide details of order. PayPal continues to deny refund stating Offgamers provided proof of delivery but the email address they provided proof of digital delivery to is not my email and the only order I placed that day was for physical merchandise.
I have called, messaged, emailed PayPal and Offgamers seriously over 50 times and get the same runaround. Most of the time I don’t believe is even a person responding just AI. If it really is someone they clearly don’t have a clue.

In all honesty, I think it’s possible that I accidentally subscribed to Asana Rebel back on April 30, 2024. At the time, I wasn’t fully aware, and I’m not trying to dispute that now.
But what I do strongly object to is what happened on April 30, 2025—a full year later. I was charged $119.99 USD without any prior notice, email, or explanation. I didn’t even know I had an active subscription, and I had no idea what the $119.99 was for.
With other services like Uber Eats, even if I was charged a yearly fee, I would at least receive a year of service. In this case, I was charged $119.99 and received absolutely nothing—no access, no content, no communication.
I did not authorize this 2025 renewal, I was not informed of the cost, and I never agreed to continue. When I noticed the charge, I immediately contacted both Asana Rebel and PayPal to dispute it. I have never used their service and I don’t need it.
This is not a subscription—this is unauthorized billing and forced withdrawal without consent.
I am deeply disappointed that PayPal continues to support merchants who practice silent auto-renewals without transparency or user confirmation. This is a form of digital theft, and users deserve better.
Buyer Protection Failed — No Service, No Refund, No Accountability
I paid a freelancer through PayPal for a digital service via Upwork. The freelancer never delivered the work — no files, no app, no product — and stopped responding entirely. I filed a dispute with PayPal and even submitted written confirmation from Upwork support that “you did not receive the work you paid for.”
PayPal denied the claim, saying the seller showed there was a login. That login, however, was from the freelancer accessing the account to work — not from me receiving or approving any finished product. There was no delivery, no approval, and no transfer of any completed work.
I asked PayPal to provide the evidence they used to deny the claim — they refused. I followed up with clarification from the platform itself, and they still shut the case down with a boilerplate response: “final decision, no further replies.”
PayPal’s Buyer Protection policy didn’t protect me at all. If you’re hiring online or buying digital services through PayPal, be careful — once funds are released, you're on your own. No transparency, no accountability, and no meaningful appeal process.
Customers ignored by Paypal
As someone said, PayPal supports scammers! I ordered a digital product through Instagram, but did not receive the promised programme, just some usual videos you can find everywhere. Paypal refused my chargback/refund reqest, saying that I recieved what I ordered.They really dont support the customers anymore, so I decided to close my account and use any other provider, you can find a lot.
There is no reason or advantage to using Paypal anymore.

A scammer bought a digital good of mine that was only £1 and initiated a refund, payal did not give me enough time to even look at this. I get an email the weekend I planned to look and found not only was the case closed but I'm being given a chargeback of £14!
Thats my first ever sale for a website I haven't bothered with in years and now its COST me money?!?! I cant even complain properly since they have an ai bot.
