The buyer filed a claim

The buyer filed a claim, picked up the package from the post office (signing for it), and PayPal refunded his money. PayPal panders to fraudsters and robs honest sellers alongside them.

PayPal Resolution Centre investigated and reversed unauthorized charges made on my credit card by an online retailer

I made an online purchase with a company called HaloGrow or Lulutox for a hair product. Using PayPal to pay for the product.
HaloGrow charged me once through PayPal for the item I ordered, ($65 US) but HaloGrow then charged me more ($79 US) - a second time - for an item I did not Order.
I made a complaint through the PayPal Resolution Centre. PayPal gave me a temporary refund of the unauthorized charge ($79 US). I sent them documents and detailed information about the scam. PayPal then investigated and asked me to respond to inquiries from HaloGrow as well. I did so. PayPal approved my complaint and made my refund permanent. Simultaneously, once they knew PayPal was investigating, HaloGrow responded with an Offer to refund my money. Previously, HaloGrow would not refund, saying the product was already shipped although they said I could file a return and request a refund after everything arrived.... even though I submitted a claim within minutes of placing the order and then becoming aware there were two charges via PayPal instead of one, as authorized. So PayPal went to bat for me and refunded the scam. Thank You PayPal. REALLY APPRECIATED. We need more honorable businesses like yours.

Paypal went from Hero to Zero

I have just cancelled my Paypal account, for the first time in years using Paypal, i felt completely unsafe with their service.

After oppening a case because seller only refunded me part of the payement, Paypal didn't even care about my proofs, went directly to ask things that had nothing with the case. All last cases that i oppened against sellers not being honest, Paypal didn't even care about it, saying that it was against their policy.

A simple case was turned into knightmare, because they didn't even care to understand what was happening, and in the end decide in favor off the seller.
Or at least it is what they say they do.......

Customer service has gone from bad to worse

Customer service has gone from bad to worse. I disputed a payment as the seller had not provided the service I paid for and in the process had caused my kitchen to flood. I had attached pictures as evidence for the case. The case was closed in sellers favour because apparently they didn't see any issues with this

PayPal stole our only donation

Paypal stole a 25€ donation from us, and demanded I give them a scan of my face, my ID, and a bunch of other sensitive info. They said it would be shown to donors with no way to disable it. I made PayPal to receive voluntary donations for my free services. My first donation was from a friend, for a good start. I can't refund the donation unless I give them my info. I can't close my account unless I give them my info. I can't even remove my email or stop them from bothering me unless I give them my info. Did I mention if I give them that info, anyone would be able to dox me? Their support agent was a complete slimy jerk who left the chat after about 20 seconds of inactivity because I was reading, saying she "isn't seeing any new messages from me". Never use PayPal.

Add money in negative balance is NOT working!

I have been using Paypal since 2006, for nearly 20 years!

Over the last years they changed the user interface, in a state that you need to be a hacker to find out how to CANCEL an automatic payment or search Google and AI for it.

But the most important problem which is happening for 6 months now, is this:

When I use Paypal to do an online payment and I don't have enough balance left in my Paypal account, then Paypal is trying to charge my bank account for that amount every 2 days. For security reasons, I have set a 2nd bank account for payments, which is usually empty. So Paypal can not grab the money from there.

I am trying to Add money to my Paypal account. I tried several credit cards of several banks, I tried Revolut, but NOTHING happens!

I always get the error message: "Something went wrong. Trying again may fix the problem".

Not only this, but on the top of that, when I receive a payment from a client, then the negative balance is reduced, BUT Paypal is trying to charge my bank account again, with the INITIAL amount !! They do NOT even recognise that I owe them LESS money!

Seriously? What are your developers doing? This happened 3 TIMES in the last 6 MONTHS, and I have mentioned this 2 times in the email support and 3 times in the phone call support! Just fire a bunch of developers and QA staff and hire new ones if you can not fix this groundbreaking bug!

Disgraceful company

Disgraceful company. I used them as a one off when reselling festival tickets and they blocked my account saying they wont pay me for up to 120 days. They provided no feedback to why the limitation was put on my account or how to remove it e.g. provide bank statements or more ID. It cant be legal how they can just steal or hold your money this way.

PayPal permanently closed my business account, wrongfully withheld my $1108 balance, and added an unfair -$956 negative balance!

I am utterly shocked and disappointed by PayPal handling of my business account (Zeustop-up) Without any prior warning valid explanation or concrete proof of a policy violation PayPal permanently limited my account
​As a verified and trusted seller I have fully delivered all services to my customers
I hold complete proof evidence and official invoices for every single transaction on my own website
​Despite this they completely wiped out and withheld my entire available balance of $1108 and on top of that they slapped an unjustified negative balance of $956 on my account!
When I contacted support I was met with cold automated messages stating that the decision is 'final' and refusing to review the case or look at my evidence
​Freezing a legitimate digital business's funds is damaging enough, but seizing all hard-earned money and leaving the account in debt while services were successfully delivered is completely unacceptable. I demand an immediate investigation by senior management, a full release of my $1108, and the removal of this unjust negative balance

Honest I am

Honest I am. Pay Pal has terrible customer service. Quick to close a dispute in favor of seller. Paid for express shipping twice one shipped in 9 days and another 15 days. Pay Pal AI customer service (they don't have live people ) said be patient give seller time. Express means exactly that. Lesson learned here. I will say they are quick to pay.

I was scammed by a woman in Mexico and…

I was scammed by a woman in Mexico and PayPal never investigated her evidence - which was fraudulent. She had made donation PayPal payments to a US Army soldier that I was handling for her. Months after making three donations she claimed the 1200 EUR donation was for event tickets for a German rock band. Her "evidence" was screenshots from the Lacrimosa band that named me as their PayPal contact for event payments. I had nothing to do with this band. PayPal never investigated this band and how my name and email address was used in this context.
Worse yet, PayPal lost three messages I had left regarding the disputes against me that were caused by a PayPal software problem. PayPal never investigated this either. The lost messages caused PayPal to decide the 1200 EUR dispute in favor of the woman because PayPal claimed I'd never left responses about the dispute. This was incorrect but PayPal never investigate the software problem and the woman was paid a refund of 1200 EUR without any investigation being done. I now have a negative 1200 EUR PayPal balance because of a scammer and PayPal never investigated anything. I appealed the prior decision and PayPal still did no investigation and did not change its decision. So I have been scammed and I have no further recourse with PayPal except suing them

Had a guy out of Alabama send me $130…

Had a guy out of Alabama send me $130 I've had PayPal for years I got $87 of that money today they finally told me that the money was coming from Alabama and that it had to be transferred to us currency don't know when they moved to Alabama out of the United States but that's the best that they could come up with $40 to transfer Alabama which is in the United States over to US currency leaving me 87 out of 130 they won't rip me off again

PayPal Suspends Digital Payments for Months Under Undefined “Security Review” Documented Evidence Inside

As an independent type designer selling digital fonts, my business relies on instant and reliable payment processing. Unfortunately, my experience with PayPal has repeatedly shown that their system is neither reliable nor transparent. Over the past year, I have encountered multiple cases where PayPal suspended perfectly legitimate credit‑card purchases under the vague label of "Security Review." This term is never clearly defined in PayPal's user agreement, and in practice it seems to be used as a blanket justification for freezing funds without explanation, without communication, and without any actionable steps for either the merchant or the customer.
One of the most concerning examples occurred in April 2026, when a customer purchased a €24 digital font from my store. The payment was immediately placed under "security review," and neither I nor the customer had access to the funds. The customer's bank confirmed the charge, yet PayPal did not release the payment to me, nor did they refund it to the customer. The transaction remained in limbo for three full months, with no updates, no human support, and no ability to file a dispute because PayPal's Resolution Center repeatedly displayed technical errors across multiple devices. Eventually, PayPal quietly reversed the payment and sent it back to the customer-three months later-without any explanation of what "security" required such an excessive delay.
This is not an isolated incident. I recently experienced another suspended payment where the customer believed I had received her money, while PayPal showed the transaction as "Pending" and provided no way to accept, cancel, or refund it. As a digital‑goods seller, this places me in an impossible position: my website cannot release download links until payment is confirmed, yet PayPal's opaque review process makes me appear as though I am withholding the customer's purchase. This damages my reputation, creates unnecessary conflict with clients, and disrupts my business operations.
PayPal's lack of human support is a major part of the problem. There is no accessible customer‑service email for Europe, phone calls go unanswered, and the automated chat provides no real assistance. When PayPal freezes a payment, both merchant and customer are left without any recourse. The company's communication consists of generic messages asking us to "wait," even when the delay lasts days, weeks, or-as in my documented case-months.
Based on my experience, PayPal's "security review" appears less like a protective measure and more like an internal process that allows the company to hold funds in a suspended state without accountability. While I cannot speak to PayPal's internal motives, the practical effect is clear: money is locked between the bank and PayPal, inaccessible to both merchant and customer, while PayPal benefits from holding large volumes of pending transactions. For small independent merchants, this is not security-it is a systemic failure that undermines trust and disrupts business.
I am sharing this detailed account, supported by screenshots, transaction IDs, and correspondence, so other digital‑goods sellers and customers understand the risks of relying on PayPal. My hope is that PayPal will address these issues, improve transparency, and provide real human support. Until then, I cannot recommend PayPal as a reliable payment processor for digital products.
