Regional "Send-Only" Gating Restriction for Georgia (Country)

I am writing to express my concern about the permanent “Send-Only” restriction applied to accounts registered in Georgia.

As a digital professional, I am unable to receive international payments from clients and global marketplaces solely because of my country of registration. This limitation has a significant impact on my ability to work and earn income.

My account is fully verified and compliant with your requirements, yet I remain restricted based only on geographic location. I respectfully ask your compliance and regional expansion teams to review Georgia’s current banking infrastructure, which has modernized and aligns with international standards.

PayPal allowed a scammer on their website and then removed my long-standing account without my permission. I had hoped to at least be able to have my history sent to me but they say it has been removed.Found out about the unauthorized closure today.

They Are Robbers!!!

15-year customer. Account hacked in June 2025 - PayPal admitted fraud & restored my money.

LATER they locked me out, kept my crypto, ignored me for months, and told me to "explore other payment methods." I am fine with this, but let me withdraw my crypto. I am filing official complaints with AG, small claim court and CFPB! What a nightmare rip off!

Truly awful customer service

Truly awful customer service. I signe dup for paypal points and have been trying to get a refund for 6 weeks. Each time I contact cutsomer services I get fobbed off. Seems to be a scam with regrsd to theses point. I'm going to cancel my account and use another provider

Im being charged in usd instead of gbp…

Im being charged in usd instead of gbp when shopping in the U.K. on the local website. They charge conversion fees when using Revolut card. Such a rip off. In the age of AI, they should be automatically picking up the location of the user and using the best conversion instead of tricking the customers.

What an absolute shambles of a…

What an absolute shambles of a company!!! I never write a review but felt like I needed to let others know of this shock fest of a company.
Tried to log into my account, no go. Had the correct email address but my phone number has changed since the last time I’d used PayPal. My god, I’ve spent the last few hours going round in circles. I used another email address to open a new account, they then banned me as everything was suspicious. I get that but if they made the whole forgot your password/email address easier to correct then it would be so much easier. Avoid at all costs. Deleted the app and won’t use again

Avoid for your own sanity

There is a process that makes me enter full details while sending funds 3-4 times before funds get sent showing random unrelated errors. Support told it is what the system is, and there is no addressal mechanism for issues in our system that may cause a significant hinderance and frustration to customer usage either. *slow claps*, every day I use paypal I realise why everyone cusses them.

I ordered a product from Zilkee and…

I ordered a product from Zilkee and paid by Paypal. I immediately tried to cancel the order but failed, Zilkee ignored me and still sent the product that I cannot use after a long delay. Paypal were unhelpful and closed my complaint after a long process and no action or help.

worst payments platform ever, for both buyers and sellers. as a buyer, my account got randomly deactivated after i added some paypal balance. as a seller, you get the same treatment. all of this is combined with non existent customer service to who make you suck it up. do not use this platform if you value your time and money.

I accidentally double payed on my…

I accidentally double payed on my account through a credit card. I immediately called customer service to explain and to get one of the two payments taken off. They refused.They said at some point I would be credited back. I did days later but was charged 29.00 for a returned or refused payment. This wouldn't have happened if they would have simply corrected the mistake I made days earlier. All they wanted was the double payment. Greedy. Do not sign up for this card!!!!

The worst organization! Fraudster

The worst organization!
Received USD from USA to the UK, and they blocked my money for no reason!
They asked me to chsnge the currency on Paypal so they can charge an unfair conversion fee!
After holding my money for no reason for 6 months (Probably enjoyed the interest rates), I chaged it rom USD to GBP on Paypal so they can get the fees and rates they wanted! They asked me to try again after 72 hours 3 times now and still can not get my money!
These paypal people are not helpful for the society, and hope they get same in their lives!

No longer fit for purpose

Been a customer of PayPal for over 15yrs and once was a very good way of purchasing products with the added assurance that you’d be protected for your purchases if you requested it which used to be the case
But over time unfortunately they offer no more and in many ways less than just using your own bank or building society
The pay in 3 is handy but much preferred the buy now pay in full 14 days later which is long gone and if you had an issue you’d be assured they’d sort it which they used to but not any longer unfortunately
The Resolution centre for disputes used to take very little time to resolve but now my recent case took 20 days and was a unsatisfactory resolution when I’d been sold something under false promises via the terms and conditions of that retailer only for PayPal to do absolutely nothing for me but side with them ?
I’ve only ever used them on web rather than mobile and it appears all there promotions now are mobile I use my bank as preferred payment source but there loyalty scheme is only set up for debit/credit card transactions so no benefit to me.
So I will be closing my account shortly once I’ve concluded my business with them

Paypal Credit Poor customer service

so today a payment went out of my account of £27.92 i had a direct debit set up of £25 so i wanted to know why the extra money had been taken. The First guy i spoke to His name was Core was rude and gave me the total wrong information telling me that even though i had made this payment today 10/7 that to pay my retail balance off i would have to pay a further £46 something off, comments like just pay the £23.20 off were used. i don't very often get wound up as i have experience in customer service myself. after a lot of back and forth he told me to go off the call and ring another advisor who would tell me 100% that they would tell me the same thing. when i said i wouldn't use PayPal credit again once this is paid off and would be putting this review on trust pilot he told me to go and use my traditional credit cards and it led me to put the phone down on him.

I did as he said though and I rang back and got through to a wonderful customer service agent call GUIL. I explained the situation I found myself into him. he listened to me and said that CORE had completely misinformed me. he explained to me that had i made the retail payment just a couple of weeks later then it would have cleared the balance however cause I jumped the gun slightly it didn't work that way. he explained that if I made an extra payment today of £18.20 that the retail part of my balance would actually be cleared and I would be left with just my balance of my first purchase which was a 0% interest purchase. I did this and I now know where I stand had I have took the first advisor at his word I would have ended up paying a lot more just to pay the retail balance off.

had the initial conversation with GUIL happened this review may not have seen the light of day or if i had of posted one it would have been a 5* one however due to the initial call this gets the 1 star and will not be changed.

Payments do not seperate therefore payemnts to total take from items on 0% for 4 months which are not seperate - also now I have a late payment £5 which cannot be possible as only item was for a 0% item - now flagged on credit report -, once last payment is out I will delete PayPal account

Faulty Return of Payment Process.


Today, because PayPal had their "pay in 4 installments" option for a purchase, I figured I would use this instead of buying a gift card through afterpay (for a company that doesn't have after pay as an option) and doing the same thing, but skipping a step. (Afterpay, on the other hand, has always been perfect with these pay in 4 options- so simple, so dependable.)

I assume that changing my address last minute during the transaction was too much overload for their system to approve of and process my order; however, taking the first initial payment out of my bank account for an order that didn't go through, was not. They charged me for one of the four payments, of an order that they did not approve going through.

The phone opting hours to speak with a human were closed at the time.

I might have made a different purchase with that same money, that i'm now unable to use, because I have to wait until the paypal system clears it
The stuff I was ordering was the last of it, on a last day sale, and now i'm unable to find an alternate route to purchase it, because PayPal has control over my money I would use to do that.

I can't help but feel like I've been ripped off. Like someone stole money out of my wallet, leaving a little note behind, saying "I'll pay you back later." I really don't like the feeling of my money being spent on something that I didn't end up ordering, and now I can't access it.

Paypal should update their system 'to actually work' for the customer in real time.

If they are holding many people's money at once, are they making interest off of that money while it's in their hands?

They have my money in their account at this time, when there has been nothing ordered- no order has been processed, and there is no human available for me to talk to. 😡

Update: I woke up the next day (July 10) feeling a little less irritated, and returned to my bank and my paypal to see that the money was still gone from my bank account. I found the number to call paypal and communicated with a very friendly sounding man who said that he would immediately cancel the charge, but that it could take 3-5 days for it to return to my bank. I was too busy being friendly and people pleasing to ask why it was taken in the first place. I am still annoyed that I don't have access to my own money at this time but, for reference for other people, I will return to update how long it takes to have my money returned into my bank account for a purchase that was not made.

Update: it was instant. After I spoke with the kind man working in the paypal phone lines, he released my money and it was immediately deposited back into my bank account.

While I still don't understand why it would be taken in the first place, I do appreciate the swift response once I called them and got through to a person (it took me two tries to reach him as I was disconnected the first time.)

I will update my review to 3 stars instead of 2.

Useless buyer protection – not trustworthy

I complained on an online course that was bad with lacking content. Paypal declined my complaint and didn't even bother to address my main issue.

The course company Vesica also cancelled my lifetime access on the course because of the complaint. So instead of lifetime access, I got around a month. Still, Paypal didn't see any issues with the mafia behavior and sided with the seller. Paypal's "buyer protection" is obviously not worth anything.

Now all donated to a charity.

The prices are high

The prices are high, but the service is good. I use it less and less these days. I had a payment dispute, and they handled it professionally. If it were cheaper, I would give it a better rating.

I have been the victim of identity…

I have been the victim of identity fraud several times in the last 3 years. PayPal refuse to cancel my account saying they cannot verified me, due to my email.and phone number been stolen too, to date PayPal refuse to take down there hold on my credit reference agency, and my credit rating has dropped significantly. The worse company to deal with, you are not safe.
