PayPal Consumer Protection is 'designed to safeguard buyers' when purchasing online'
Frankly this is a joke. Case opened after an unfortunate incident with a scam website. Five weeks on and all Paypal say is case is 'under review', then extending the deadline by five days until it expires and they extend it again.
I used to trust Paypal but clearly they no longer offer any kind of assistance
Paypal represents company that conduct…
Paypal represents company that conduct fraudulent activities. I was recently charged three times for an order I placed once and PayPal refused to revere the charges. Terrible company.
14 years as a customer
14 years as a customer, and this is how I’m treated. Absolutely appalling.
I have been a PayPal customer for over 14 years, and I have never experienced customer service this poor.
My dispute has now been ongoing for over 100 days. Barclays issued their final decision on 18 May 2026, yet PayPal’s own Resolution Centre still shows my chargeback as “Under review.”
When I asked PayPal to investigate why their own system still shows the case as under review, they repeatedly refused to investigate, refused to escalate my concerns, repeatedly told me to contact Barclays and then simply closed the chat.
I wasn’t asking PayPal to decide the chargeback. I was asking them to investigate why their own records had not been updated. Instead, I received scripted responses that completely ignored the issue I was raising.
The delay has had a devastating impact on my finances. I have had to rely on credit cards to pay for food, rent and essential bills while waiting for a refund that should have been resolved months ago.
As a customer of more than 14 years, I expected far better than being passed around in circles and having my concerns dismissed.
I have now lost all confidence in PayPal’s customer service and complaint handling. I will be referring this matter to the Financial Ombudsman Service and asking them to consider the financial hardship, distress and inconvenience caused by the way this case has been handled.
A company that closes chats instead of resolving problems is not one I can recommend.
Despite being a long time customer Paypal let me down
I have used Paypal for many years. Until recently, I would have rated them highly on the basis that they stood behind me when a retailer was not providing proper service. Recently, they let me down. I purchased a beauty item. A few months later I was sent a message that the beauty item was being sent again (i.e., I had "subscribed" to receive it regularly). I had no memory of subscribing AND I wouldn't have purchased it if that were a term. They admitted that it's "very hard to see" that a subscription is being added to the initial order. I expected Paypal, solely on the basis that the retailer acknowledged that buyers were being sold a subscription that is "very hard to see", to stand behind a long time loyal customer. They didn't. I fought, hard, and eventually got a refund but Paypal did nothing to assist me. I've used PP for so many purchases and for transferring money around the globe. I'm seriously considering cancelling my account.
They froze my business funds for no reason, then let a six-year-old spend $400, then pointed at the bank, and the merchant.
Start with the part that should matter most to anyone running a company. PayPal froze funds in my business account with no explanation I ever received.
Not a fraud alert I could resolve, not a documentation request I could satisfy. Money I earned, held, on their timeline, for reasons they did not explain.
I used them for merchant services. I will never route a dollar of business volume through them again, and I will not recommend them to another operator.
The consumer side is what finally ended it.
On June 19, 2026, my account absorbed eight-plus consecutive charges from a single merchant inside a few minutes. They ran from $0.99 to $99.99 and totaled roughly $400. Three of them were near $100 apiece: $99.99, $99.99, and $94.99. Every one of them was my six-year-old tapping buttons in a mobile game.
Not one triggered a verification prompt. Not the fifth charge. Not the eighth. Not three separate hits at around a hundred dollars each.
A rapid burst of mixed micro and macro transactions from one merchant on one device in one sitting is a textbook velocity pattern, the exact thing a payments risk engine exists to catch.
Theirs caught nothing.
Then came the shell game. I filed an unauthorized transaction dispute, which is the product PayPal advertises.
The merchant said they could no longer refund because PayPal controlled the case. PayPal declined to make me whole and directed me to my card issuer, Barclays.
Barclays told me PayPal should have squared it away, because PayPal is the entity that processed the transactions and holds the relationship with the merchant.
Three companies, one $400 hole, and every one of them insisting the responsibility sits somewhere else.
That is the whole product. PayPal collects a fee to stand between you and the merchant, and the instant something goes wrong it becomes a pass-through pipe with no responsibility for what flowed through it.
A card used directly gives you chargeback rights with actual teeth. PayPal gives you a portal and a form letter and a phone number for someone else.
Years as a customer, on both the consumer and merchant side. One afternoon with a first grader and a screen exposed exactly how thin the protection is.

Online bot support
Raised a complaint regarding non delivery of goods from Orange Valley through FXYL delivery service (which I have since discovered has a history of links to undelivered items with fraudulent claim of delivery notes). Paypal closed the case saying seller showed delivery had been made. I asked for evidence (signature, photo) but nothing forthcoming. A small amount of research would highlight that I am not the first to raise exactly the same complaint. Paypal is enabling fraud with it's lax approach to investigations requested by it's customers. Zero protection no matter what they claim.
A year ago, I canceled a payment for an order immediately when I realized the seller was a fraudulent scammer. PayPal PAID IT ANYWAY! Now they want me to cover it. I never received the paid-for product by the way. Of course, you know how the rest went with attempting to open a case and get review and receive resolution. Yeah. Hasn't happened. Can't use my account, can't close my account, NOT paying for their mistake.

I am extremely disappointed with PayPal’s handling of a simple and avoidable issue. I accidentally made the same credit card payment twice, and I was shocked to learn that PayPal could not provide a straightforward refund for a duplicate payment.
For a company of PayPal’s size and reputation, I expected a customer-focused solution and a support team empowered to resolve situations like this. Instead, I was met with a frustrating process and no meaningful assistance.
Mistakes happen, and what defines a company is how it responds to them. Unfortunately, my experience with PayPal has left me feeling that customer satisfaction is not a priority.
I will be sharing my experience on Google and other review platforms so that other consumers know what to expect if they ever face a similar situation. I hope PayPal reviews its policies and improves the way it handles duplicate payments in the future.

ACCOUNTABILITY!
Dear PayPal Team,Id. del caso de controversia PP-R-XSR-638024244
Dear PayPal Team,
As a long-time, loyal user, this is only the second time I’ve run into a problem, and I’m disappointed with how it’s being handled. I made a purchase in June, and when the item failed to arrive, I checked the tracking on June 30 and saw it was completely stationary. Following your recommendation, I reached out to the seller directly via email, but I never received a response.
Now, the tracking claims the item was delivered on July 6, which is completely false—I have not received anything. Having already fulfilled the requirement to contact the seller with no resolution, I am asking PayPal to step up, do your job, and address this false delivery report.
Convenient payments, frustrating delays
PayPal is convenient for online purchases and sending money because I do not have to enter card details every time. The interface is familiar, the service is widely accepted, and the security features give me more confidence when paying online. The weaker side appears when a transaction is delayed or needs investigation. Processing has sometimes taken longer than I expected, and customer support was slow to respond when I needed reassurance about an issue. PayPal's main strength is making everyday digital payments simple and accessible. Its main weakness is communication and speed during exceptions, which is exactly when users need clarity most. I still use the service, but faster status updates and support responses would improve the experience considerably.
They will steal your money
Who are the biggest crooks, Aliexpress or PayPal. I wanted a partial rebate from Aliexpress for sending me dangerous equipment. Paypay after waisting my time and asking question that already had been answered did not support me, thus aiding and abeting stealing my money. I will be closing my PayPal account with immediate effect. I suggest if you want your money to be safe you do the same.
May I suggest you close your account sooner than later as I have already spent 2hrs trying to close my account and paypal keep blocking me! Waited a hour to get through and they just cut me off.
I have spent nearly 4 hrs simply trying to cancel my account, failed. Don't trust PayPal, delete your payment cards ASAP.

if i could give paypal a minus score i would. their customer services are a complete disgrace. they are impossible to contact. i have had fraudlent transactions on my paypal account and been completely unable to contact their customer services. excessive wait times and being cut off. it is getting to the point where i will be contacting the police and taking legal action
Very helpful and supportive
This is the second time PayPal has helped me this year. First a trader selling cheap gear, now a refund for a no show order that bounced, and the owner hung up on me. Took a while for the AI to connect me, hence the 4 star not 5, but sorting the issues was straight forward. Both people i spoke to were very supportive and understanding, maybe because i politely asked for their help. Thank you.
I asked PayPal to assist in a refund
I asked PayPal to assist in a refund. I had contacted the supplier. They contacted the supplier. They found the supplier information to be invalid.
PayPal is a safety net. To protect purchasers. I would highly recommend using PayPal

They reversed my $26 payment without providing any meaningful explanation. The only email I received simply said, "We found a risk." I later contacted their support, and they explained the reason, which I appreciated.
However, it would have been much better if the initial email had included a clear and brief explanation. That would have saved time and avoided the need to contact support,
I believe they can provide a much better service through clearer communication from the start.
PayPal owes me money
PayPal owes me money I had a customer send me $1000 PayPal took $30 automatically then held my money for 2 weeks then to get my money I had to call a verified my account which cost me 1.95 but It over drafted my bank account and my bank charged me a $25 fee for over drafting i will never use PayPal again
Underwhelmed
Everything about this order felt harder than it needed to be. There were unexpected charges at checkout that weren't clearly explained upfront. Hard to recommend based on how this went.
I was scammed by riseguide
I was scammed by riseguide. Took 2 unauthorized payments. Followed protocol to cancel. Opened case. Provided supporting docs and email and sided with riseguide. Never trust paypal to have your back. Old business model. I Uninstalled. Never to use again
